Background
While significant achievements in global land tenure security have been made over recent years, numerous challenges still remain. Advanced and management systems require a high standard of technical and administrative capacity, particularly as digital approaches are mainstreamed. Linking practical approaches and research in land management to policy offen requires a combination of context-specific, holistic and cost-efficient solutions As a response to the above challenges, the German Federal Ministry of Economic Cooperation and Development (BMZ) commissioned GIZ in November 2015 to implement two global programmes on land governance, namely the "Global Programme on Responsible Land Policy of which the Responsible Land Policy in Uganda (RELAPU) project makes part as well as the Strengthening Land Governance in Africe (SLGA)

The SLGA program which is also commissioned by the BIZ contributes directly to achieving the initiative's objectives under the Action Ares promoting responsible land use and improving access to land". The SLGA program partnered with RELAPU to support the implementation of the African Unions Agenda on Land, by contributing to achievement of its overal objective is to strengthen the human and institutional capacities required to realize sustainable land policies that pay attention to the rights of marginalized groups such as small-scale farmers, pastoralists, and women across Africa

Objective
The specific objective of this service contract is to follow through and concretize the results and recommendations from a study on sustainable financing of land registration with a focus on sefinancing model to strengthen land service delivery in Uganda.

Eligibility criteria
• The folowing information and documents will be required during evaluation on passif basis and non-compliant bids will be eliminated
• Registered powers of attomey authorizing signatory representative of the firm to sign bids tenders on behalf of the firm.
• Cument and valid Income Tax Clearance Certificate addressed to GIZ Valid Trading License
• Bid validity period of 120 working days
