1. Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the German federal company for technical cooperation and has been operating in Uganda since 1964 to promote sustainable development on behalf of the German Federal Ministry for Economic Cooperation and Development.

GIZ Uganda, through the BACKUP Health Project, seeks the services of a consulting firm with two (2) consultants (Team Lead - Health Financing Director and another key expert in Community Health) to support the CSO Taskforce in developing an investment case for strengthening and sustaining community leadership and community-led responses in Uganda's health sector.

2. Invitation to Bid

GIZ Uganda, through the BACKUP HEALTH Project, invites bids from qualified and eligible firms to provide consultancy services for the development of an Investment Case for Strengthening and Sustaining Community Leadership and Community-led Responses in Uganda's Health Sector, as per the detailed Terms of Reference.

4. Seeking Clarifications

All clarification requests regarding this tender must be submitted in writing to procurement@gtz-uganda@giz.de at least 5 days before the submission deadline.

5. Bid Submission Deadline

Bids must be submitted electronically by 26th August 2025 at 8:00 PM (EAT) to DG_Coordinator26@giz.de.

6. Important Submission Guidelines

a. Failure to include the tender reference number in the subject line may result in disqualification.
b. Late submissions will not be accepted.
c. Only submissions sent to DG_Coordinator26@giz.de are valid.
d. False submissions will be rejected.
e. All offers must be priced in UGX (Uganda Shillings).
f. Submit technical and financial proposals separately—technical in one email, financial in another.
g. Do not encrypt PDFs; GIZ software may not process them.
h. For large files (>30 MB): Use GIZ’s secure transfer service: https://filetransfer.giz.de.
i. If password-protected files are submitted, the password must be shared before the deadline; failure will lead to automatic disqualification.
j. Non-compliance with any guideline may result in rejection.
