- The Government of Uganda has received financing from the World Bank toward the cost of the Electricity Access Scale-up Project (EASP) and intends to apply part of the proceeds toward payments under the contract for Procurement of Connection Materials: Single-Phase Meters (Lots 1a, Lot 1b and Lot 1c).
- The Ministry of Energy and Mineral Development now invites sealed bids from eligible Bidders for Procurement of Connection Materials - Single-Phase Meters in three (3) Lots as follows:

Bidders may bid for one or more Lots. Each Lot shall be awarded as a separate contract.
- The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of UGX 200,000/= (Uganda Shillings Two Hundred Thousand only). The method of payment will be by Bank Payment Advice Form(s) which may be obtained from the Uganda Revenue Authority (URA) website at www.ura.go.ug. The bidding documents in English shall be sent by email.
- Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised February 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Bids shall be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria: 70% for Technical factors; 30% for Bid cost.
- Interested eligible Bidders may obtain further information and inspect the bidding documents during office hours from 8:00 am to 5:00 pm (EAT) at the address given below.
- Bids must be delivered to the address below on or before 11:00 am (EAT) on 16th July 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11:15 am (EAT) on 16th July 2025.
- A virtual Pre-bid meeting shall be held on 25th June 2025 at 11:00 am (EAT) via Microsoft Teams. All prospective Bidders are encouraged to attend. Interested Bidders should send an email to: procurement.easp@energy.go.ug before the meeting date via email address procurement.easp@energy.go.ug.
- All Bids must be accompanied by a Bid Security valid until 17th January 2026 in the amounts as follows:

Each Lot must have a separate Bid Security and not be combined with its counterpart.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
