  1. The Government of Uganda (GoU) represented by Uganda Energy Credit Capitalisation Company (UECC) has received funding from the World Bank for the implementation of the Electricity Access Scale-up Project (EASP) and intends to use part of the funds towards payment for the above Non-Consultancy Services;

  2. UECC invites sealed bids from eligible bidders for the provision of the above services.
    Bidders may associate with other firms in a Joint Venture (JV) or a sub consultancy to enhance their qualifications.
    Bidding will be conducted through National Competitive Bidding procurement as specified in the World Bank’s “Procurement Regulations for IPF Borrowers revised September 2025 and is open to all eligible bidders.

  3. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rate Criteria at 85% for technical and non-price factors and 15% for bid cost.

  4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below from 8am to 5pm.

  5. The Bidding documents in English may be obtained by interested bidders upon the submission of a written application on Company Letter head and a receipt confirming payment of a non-refundable fee of Ugx.200,000/-.
    The method of payment for the non-refundable fee will be Electronic Funds Transfer to UECC’s account as per details below.

    A pre-bid meeting will be held on 22nd June 2026 at 11:00 AM at Plot No 29/33 Kampala Road, Amber House, on the 3rd Floor, UECC Boardroom.

  6. Bids must be delivered to the address below at or before 11:00 am on 13th July 2026. The envelope marked “TECHNICAL” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend on 13th July 2026 at 11:30am. The envelope marked “FINANCIAL” shall remain unopened and will be held in safe custody of the Employer until the second public financial bid opening.

  7. All Bids must be accompanied by a specific Bid Security of Ugx.20m for each procurement in form of a Bank Guarantee.

  8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
