JOB DETAILS:
Purpose of the Role:
The IT Officer will support the USAID Uganda Urban Health Activity (UUHA) project by ensuring the smooth and secure operation of IT systems and infrastructure. Reporting to the Senior Finance and Administration Manager, the IT Officer will oversee IT hardware, software, and network functionality, while providing technical support and training to project teams and health facilities. This role involves maintaining compliance with Jhpiego and donor guidelines, improving IT service delivery, and supporting the organization’s objectives of enhancing equitable urban health outcomes in Kampala, Mukono, and Wakiso districts.
Responsibilities
1. IT Infrastructure and Network Management
• Maintain and troubleshoot local area networks (LAN), wide area networks (WAN), virtual private networks (VPN), and wireless networks to ensure consistent connectivity.
• Administer and support server infrastructure, including installation, configuration, monitoring, and maintenance.
• Implement and manage IT disaster recovery and data backup systems.
• Oversee the functionality and security of firewalls, switches, and other network equipment.
• Monitor and resolve system and network performance bottlenecks.
2. End-User Support and Training
• Provide prompt support to staff for IT-related issues, including hardware, software, and network troubleshooting.
• Set up, repair, and maintain IT equipment, including desktops, laptops, printers, mobile devices, and audio-visual tools.
• Train staff in the effective use of IT systems and tools, such as Microsoft 365 and teleconferencing platforms.
• Develop and update user guides, manuals, and training materials.
3. Compliance and IT Governance
• Ensure strict compliance with USAID and Jhpiego IT policies, standards, and guidelines.
• Maintain accurate documentation of IT systems, asset inventory, and changes in system configurations.
• Support audits and ensure IT operations meet donor and organizational requirements.
• Participate in periodic reviews and IT service assessments with the global ISTS team.
4. IT Systems Administration
• Join computers to the Azure Active Directory domain and manage user accounts.
• Ensure regular updates and security patches are applied to all systems and devices.
• Support the setup, management, and troubleshooting of videoconferencing systems such as Zoom.
• Assist with IT procurement, including preparing specifications for hardware and software acquisitions.
5. Asset and Inventory Management
• Maintain a comprehensive IT hardware and software inventory for the Kampala office and health facilities.
• Manage loaner IT equipment, ensuring timely allocation and return.
• Evaluate and recommend upgrades to IT systems and devices to align with project needs.
6. Collaboration and Support
• Work closely with the Senior Finance and Administration Manager to align IT operations with financial and administrative processes.
• Collaborate with program teams to understand project-specific IT requirements and provide tailored support.
• Liaise with external vendors and service providers for the procurement, installation, and maintenance of IT systems.
7. Other Responsibilities
• Actively contribute to Jhpiego’s mission by participating in business development and knowledge-sharing initiatives.
• Perform other IT-related tasks as assigned to support project and organizational goals.
Required Qualifications
• Bachelor’s degree in computer science, Information Technology, Computer Science or a related field.
• Professional certifications such as CompTIA A+, CompTIA Network+, CCNA, or ITIL Foundation.
Preferred Qualifications
• Experience working in an INGO
• Experience working in a USG funded project
• Minimum of 5 years’ experience in IT systems administration and support.
• Proficiency in LAN/WAN networking, TCP/IP protocols, and network troubleshooting.
• Experience with Microsoft 365, Windows OS, and desktop applications.
• Strong knowledge of IT asset management and inventory processes.
• Excellent troubleshooting and problem-solving skills.
