The overall purpose is to support the SITES team to strengthen the implementation science capacity of the SITES project and support the building of relevant capacities among the IPs and Districts. The incumbent will also support the integration of the SITES learning agenda and analytical agenda.

Reports to: Capacity Building Team Lead

Responsibilities

  • Support scheduling, organization, implementation and evaluation of quarterly project review meetings.
  • Support identification of issues that would inform the Projects’ implementation science work.
  • Support districts and service delivery sites to conduct data quality assessment and improvement activities.
  • Identify and document strengths, weaknesses, lessons learnt and best practices for each supported district in relation to M&E for HIV/AIDS and Family Health.
  • Support the USAID health office to strengthen learning in HIV/AIDS and Family Health programs.
  • Support collaborative learning across the different the different SITES teams.
  • Contribute to the use of evidence by USAID teams and IPs to inform planning, programming and management of Uganda’s health sector.
  • Support the development, update and implementation of USG/SITES’s analytical and collaboration learning and adaptation (CLA) agenda.
  • Support the development of briefs and factsheets as requested by supervisor.
  • Participate in meetings related to HIV and other health.

Education

Qualifications

  • Bachelor’s degree in medicine, Nursing, Social Work and Administration/Social Sciences, Economics or Demography and/or a Master’s degree in Public Health, Demography, Epidemiology or equivalents.

Required Work Experience

  • At least five years of working experience with bias in M&E and health planning management;
  • Prior work experience in a district health or community development setting;
  • Prior experience in designing and implementing competency-based training and mentoring activities;
  • Experience in handling, managing and analyzing multiple datasets;
  • Experience of HMIS/DHIS 2 and/or OVC MIS structures and operations is required.

  • Demonstrated strong leadership skills and a supportive management style are required;
  • Demonstrated strong facilitation, relationship-building, negotiating and influencing skills especially within a complex public, private, donor, and implementing partner environments;
  • Self-driven with the competence to prioritize and manage a variety of activities in a timely manner to meet competing deadlines;
  • Ability to work with minimum direct supervision;
  • Analytical and writing skills;
  • Use of Microsoft suite, in particular Excel for data analytics and/or other statistical packages.
