On behalf of our client (EADB BANK) in the Banking industry, we are looking for competent, skilled and experienced IMPACT EVALUATION OFFICER to work in Kampala, Uganda Head Office.

Job Purpose
To lead the development, implementation, and oversight of the Bank’s Impact Evaluation framework to assess the relevance, effectiveness, efficiency, impact, and sustainability of Bank-financed interventions. The role ensures that evaluation findings inform strategic planning, decision-making, and continuous learning, and supports the Bank’s commitment to transparency, accountability, and results-based management.
Key Responsibilities and Job Dimensions
Strategy and Framework Development
- Design and operationalize the Bank’s M&E policies, systems, and tools in line with international evaluation standards.
- Lead the development of results frameworks and M&E plans across operations, programs, and projects.
- Ensure alignment of M&E approaches with the Bank’s strategic goals and impact assessment methodology.
Impact Evaluation Management
- Oversee the planning and execution of independent evaluations (project, programmatic, thematic, institutional).
- Supervise evaluation teams (internal and consultants), ensuring methodological rigor and stakeholder engagement.
- Review and approve evaluation Terms of Reference, methodologies, and reports.
Data, Learning, and Knowledge Sharing
- Promote the use of evaluation results to inform strategy, policy, and operations.
- Lead dissemination of lessons learned and best practices through knowledge products, workshops, and reporting.
- Collaborate with departments to build M&E capacity and foster a culture of results-based decision-making.
Quality Assurance and Compliance
- Ensure adherence to international standards for evaluation quality (e.g., OECD-DAC, EvalNet).
- Monitor M&E compliance across departments and recommend improvements.
Stakeholder Engagement
- Represent the department in internal committees, donor coordination platforms, and external evaluation networks.
- Coordinate with beneficiaries, implementing partners, and national/regional evaluation bodies.
Decision Making / Job Influence
- Strategic and operational decisions on the design and implementation of evaluations.
- Influences institutional learning and policy through evidence-based recommendations.
- Approves evaluation outputs and manages relationships with senior leadership and external evaluators.
Working Conditions
- Primarily office-based with regular interaction with internal departments and senior management across the Bank.
- Occasional travel within member states and project sites is required to conduct field evaluations, stakeholder consultations, or data verification missions.
Requirements
Job Competencies
Academic Qualifications
- Master’s degree in Economics, Development Studies, Public Policy, Evaluation, or related field is required.
- Bachelor’s degree in Economics, Development Studies, Public Policy, Evaluation, or related field.
Professional Qualifications / Membership
- Certification in evaluation, results-based management, or project appraisal is an added advantage.
Previous Relevant Work Experience
- Minimum 7 years of progressive experience in monitoring and evaluation, with at least 3 years in a supervisory or managerial role.
- Experience conducting and managing complex evaluations in development finance or multilateral institutions.
