Save the Children International has an exciting opportunity for you to join our team as the Humanitarian Fund Portfolio ManagerinCentre -London, UK orany existing Save the Children International Regional or Country office worldwide.

Role Purpose:

The Humanitarian Fund (HF) was created in 2021 to channel in a fast and efficient way flexible funds to humanitarian responses and to anticipatory action initiatives to decrease the impact of emerging crises. The HF replaced the Global Central Fund (GCF) for COVID-19, and Children’s Emergency Seed Fund (CSF) and where possible, other flexible pooled appeals contributed by Members, becoming the sole humanitarian flexible fund across Save the Children.

The Humanitarian Fund Portfolio Manager is responsible for the development and implementation of systems, policies and processes in collaboration with key global functions (Finance, Awards, Accounting, Supply Chain, etc.) to ensure the Humanitarian Fund keeps surging money to responses in a fast and efficient way, while reducing complexity. S/he will also improve and adapt existing processes to ensure the Fund is an evolving platform to support global humanitarian trends, for instance to better support Anticipatory Action (AA) and to monitor the strategic use of flexible funds. The role is responsible for ensuring compliance to policies and to ensure allocation decision-makers and grantees align with the Fund’s criteria.

S/he will directly manage two Humanitarian Fund Support Officers, who are the first point of contact and provide support for Regional, Country and National Offices for the management of applications from submission to monitoring (use of funds/ tracking of operational feedback) stages. The role will work closely with the HF Data & Reporting Manager to ensure the Humanitarian Fund systematically collects quality data enabling analysis at different levels.

The HF enables Save the Children’s movement and specially country offices to plan, prepare for and deliver high quality humanitarian action for children when it is needed most and increase the visibility and transparency around decision-making. The HF managed $54 million in 2021, significantly increasing to a $200 million portfolio in 2022.

EXPERIENCE AND SKILLS

  • Essential
  • Higher level education degree, Masters or above, in a relevant field
  • Excellent financial literacy
  • Experience with monitoring systems, ideally at set-up and implementation
  • Management or monitoring experience of budget portfolios of +5M
  • Understanding of the financial aspects of award management, and understanding of operations and programming
  • Experience with award management policies, procedures and systems and Save the Children’s award management system (AMS)
  • Excellent planning, management and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities
  • Very strong attention to detail, problem solving skills, and ability to analyse trends
  • Computer literate (i.e. Word, Excel, Outlook, Internet Explorer, financial systems)
  • Cultural awareness and ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, able to improvise, and communicate clearly and effectively under pressure
  • Strong communication (written and spoken) in English, and strong interpersonal skills, with experience in managing multicultural teams
  • Think creatively and strategically to overcome obstacles to cooperation and progress

We can offer circa £45,000 per annum (If based in UK) with an option of flexible working hours. If the role is based outside of the UK, National T&C (including pay) will apply.
