JOB DETAILS:
The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Human Resources Specialist.
The work schedule for this position is:
• Full Time, 40 hours per week
Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) following receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Supervisory Position: Yes. Exercises full supervisory responsibility for seven (7) employees Human Resources Assistant – LE Services, FSN-8 (101743,540002, K0153334); Human Resources Assistant – American Services, FSN-8 (540003, 101631); Human Resources Assistant (Payroll Liaison), FSN 7 (540004) and Human Resources Administrative Assistant, FSN 6 (101774).

Duties: Serves as a senior principal advisor to the HRO on a myriad of complex issues related to HR management. Is responsible for supervision and performance of the full range of personnel functions (LE Staff and American services) at post. This includes recruitment and onboarding of employees including third country nationals, if necessary; preparation of all types of personnel actions; placement and promotion of local employees; resignations and disciplinary actions; submission of classification requests of local positions to Regional Classification Center (RCC); participation in local wage surveys; maintenance of position control records for ICASS; staffing patterns; personnel records and files; and the preparation of periodic and non-recurring reports. Also, oversees personnel activities for American employees including processing of incoming and outgoing personnel. Supervision of subordinates is generally a component of these positions

Qualifications and Evaluations
EDUCATION: Bachelor’s degree (or host country equivalent) in Human Resources or Business Administration is required.

EXPERIENCE: Minimum five (5) years of progressively responsible experience in human resources management is required, plus at least one (1) year of supervisory experience is required.

JOB KNOWLEDGE:
Substantive knowledge of USG policies, regulations and procedures are required. Knowledge of Chapter 3 FAH-2 H-200-FSN Compensation, and Chapter 3 FAH-2 H-400-FSN Position Classification of 3 FAH-2 (FSN Handbook), State Department and associated agency Personnel manuals and regulations is required. Thorough knowledge of local labor and social security laws as well as prevailing practices and customs as they apply to compensation, retirement, and other phases of personnel management is required. Good working knowledge of theories, concepts and practice of all aspects of HR Management: staff motivation, performance management, and position management in an organization.

Evaluations: (This may be tested)
LANGUAGE: English level IV (Fluent) Reading/Writing/Speaking is required.

SKILLS AND ABILITIES: Good working knowledge of MS Microsoft Word, Outlook, Excel and PowerPoint programs is required. Skills in using tools such as MClass, Overseas Personnel System (OPS), and Electronic Recruitment Application (ERA). Excellent interpersonal skills are required. Excellent customer service and organizational skills are required. Good managerial skill, personality which inspires confidence in local national employees and permits the maintenance of effective working relationships with employees and supervisors are required.

Qualifications: All applicants under consideration will be required to pass medical and security certifications.
