Project Summary

Awarded to MSI in November 2021, the purpose of the Strengthening Systems and Public Accountability (SSPA) Activity is to improve service delivery through strengthened accountability, deepened public participation and oversight, and reduced corruption within Uganda’s public service sectors. This will be achieved by improving leadership and accountability for results, strengthening the standards, reward and sanctions systems for public officials, challenging the norms, attitudes and behaviors that fuel corruption, and support citizen engagement to demand better services. The three main objectives of the Activity are: i) Increased citizen voice, coalition building, and engagement with government to reduce corruption; ii) Key systems and standards enhanced in anti-corruption and accountability institutions at the national and sub-national level to combat corruption; and iii) Strengthened accountability processes within specific service delivery sectors, in particular natural resource governance in refugee districts and wildlife crime related corruption. The USAID and the UK Aid partner to jointly fund SSPA.

Position Summary

The Human Resources (HR) Manager will organize and manage a variety of activities related to office HR and operations, including recruitment, staffing, compensation, benefits, employee relations, trainings, and employment regulatory compliance. This position will directly report to SSPA’s Director of Finance and Administration and will provide HR support to all SSPA offices, maintain close communication relationships with the technical team as well as operational and financial staff, and perform other duties, as assigned.

Responsibilities

  • Ensure compliance with Ugandan labor law, MSI policies, and United States Government (USG) regulations.
  • Utilize consistent and replicable processes for the provision of staff remuneration and benefits.
  • Provide travel assistance and emergency support for field-based technical and support personnel.
  • Populate and manage personnel systems, including creation of personnel files.
  • Oversee the recruitment process for all local vacant positions.
  • Introduce new personnel to policies and procedures.
  • Conduct initial on-boarding orientations for staff.
  • Oversee management and control of local labor benefits.
  • Manage performance evaluations for local staff, as requested.
  • Maintain confidentiality for sensitive HR issues.
  • Administer employee exit interviews.
  • Communicate with regional offices on matters of office administration and HR.
  • Support with other HR and operational functions, as needed.

Qualifications

  • Bachelor’s degree in HR management, business administration, project management, public administration, or a related field required, master’s degree preferred.
  • Minimum of six years of progressively responsible and directly relevant experience.
  • Familiarity with local labor laws and regulations is required.
  • Strong organizational skills and the ability to handle multiple priorities in a fast-paced environment.
  • Proven ability working with a wide range of colleagues including local project staff, international staff, consultants, and government officials, etc.
  • Experience working on USAID-funded projects is highly desired.
  • Flexibility and ability to adapt easily to change.
  • Travel will only be approved based on security considerations, including COVID-19 contexts.
  • Strong written and spoken English is required.
