About the role
The Human Resources Assistant is responsible for supporting the implementation of routine aspects of HR processes and procedures.

Recruitment
• Support recruitment in line with GOAL’s recruitment and selection procedures
• Longlist assigned positions as per the person specifications provided by the hiring managers and present clear longlists to the hiring managers for final shortlisting

• Upload all recruitment documentation on respective folders
• Telephone screening of allocated shortlisted positions
• Responsible for the legal verification process of all Interpol letters submitted by successful candidates
• Share weekly recruitment updates with the HRO to consolidate into the recruitment tracker

Time and Attendance
• Ensure department heads complete annual leave plans at the beginning of the year and the same are shared for consolidation
• In-charge of the Kefron online leave application and tracking platform. Train new staff on using the system
• Responsible for creation of timesheets for new staff and training staff on how to complete them
• Ensure all timesheets are submitted on time
• Share monthly leave status reports with HHR
• Analyze leave trends and advice relevant managers for teams with low adherence
• Update the Annual Public holiday memo and share the same with all staff including calendar bookings

Records Management
• Ensure that all supporting documentation for all the different HR processes is filed and support the audit team in retrieving staff files
• Establish a tracking system for files requested for and ensure proper archiving of separated staff
• Responsible for keeping the RED File uptodate – extracting emergency information from the RED Form
• Staff Anniversaries – Keep an uptodate file of and share monthly updates for input into the newsletter

ID Processing & Visibility
• Process Staff IDs for all new staff and staff with changes in positions
• Process staff Tshirts & shirts and ensure distribution to all new & existing staff and maintain reserve stock for incoming staff

Staff Separation
• Process Certificates of service for all separating staff

To be successful in this role, you will need:

• A University degree in Human Resources, Organisation Psychology, Business Administraton with a bias in HR Management or any other related course
• At least 2 years experience in a similar role with knowledge of HR processes
• Ability to pay attention to detail
• Strong analytical and organisation skills
• Ability to build relationships across different teams
• Proficiency in MS Word, Excel, Powerpoint & Outlook
• High level of confidentiality
• Demonstratable communication and presentation skills
• Ability to travel up to 30% of time from base

GOAL

General description of the country programme:
First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.

GOAL Uganda has a skilled team of approximately 100 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with seven established offices in Kampala, Lira, Bugiri, Hoima, Kasese, Moroto and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
