Positions Overview
The Human Resource Specialist is crucial to ensuring the efficient and timely execution of daily HR functions. This role involves assisting with a variety of human resources and administrative activities, including recruitment, onboarding, management of employee databases and trackers, training, staff benefits, exit management, timesheets, leave, and medical insurance.
Reporting directly to the Human Resource Manager, the specialist will work closely with various teams and program staff to address staffing needs and facilitate the effective implementation of HR processes, while maintaining transparency and accountability in accordance with Pathfinder Uganda's policies and donor requirements.

Key Responsibilities
• New Hire Orientation and Onboarding: Assists in organizing and conducting orientation sessions for all new employees. The HR specialist provides them with information on Pathfinder International's policies, culture, and expectations, ensuring a smooth integration into the organization.
• Exit Interviews and Offboarding: Conducts exit interviews to gain insight into employees' reasons for leaving the organization. They handle the offboarding process, ensuring that all documentation, such as resignation letters and clearance forms, are completed, and any final payments or benefits are processed.

• Maintain Employee Database/Trackers: Responsible for keeping up-to-date records of employee data, including leave balances, timesheets, performance evaluations, and staff training. The HR specialist ensures that all employee-related information is accurately tracked and managed. S/he ensures that all human resources actions are properly documented and stored for future reference.
• Timesheet and Leave Management: Monitors and manages employee timesheets and leave requests, ensuring accurate tracking and adherence to organizational policies. The HR specialist ensures proper documentation of employee attendance and leave balances.

• Policies and Employee Handbook: Assists in maintaining and updating the organization’s employee handbook and policies, ensuring all employees are aware of and adhere to them. They ensure the handbook is compliant with local labor laws and internal regulations.
• Filling/Personnel Record Management: Ensures that all personnel files are well-organized, secure, and up to date. The HR specialist manages sensitive employee data, including contracts, performance evaluations, and disciplinary records, in a confidential manner.

• Create a Safe Work Environment: Ensures compliance with health and safety regulations, promoting a safe and healthy workplace for all staff. The specialist coordinates training sessions on safety procedures and emergency protocols to prevent workplace hazards.
• Support to Recruitment and Hiring: The HR specialist assists in the recruitment process by posting job openings, screening candidates, coordinating interviews, and ensuring all hiring procedures are compliant with organizational policies. They support the hiring team to select qualified candidates for positions at Pathfinder International Uganda.
• Employer-Employee Relations: The HR specialist fosters positive working relationships within the team by promoting a productive and collaborative environment. S/he ensures smooth communication and promptly address concerns, grievances, and conflicts.

• Support to Manage Employee Benefits: The HR specialist supports the administration of employee benefits, ensuring that all staff members are aware of and properly enrolled in health insurance, retirement plans, and other benefits programs. S/he provides guidance to employees on benefit policies and procedures.

Minimally Required Job-Specific Competencies/Attributes:

• Conflict Resolution: Managing and resolving disputes between employees or between staff and management.

• Record-Keeping: Maintaining detailed employee records, benefits, performance, and other HR documentation.
• Handling confidential information such as personal employee data, salaries, and disciplinary actions responsibly.
• Compliance: Understanding employment laws, health and safety regulations, and labor standards to avoid legal issues.
• Confidentiality: Ability to handle sensitive and confidential information in a discreet and professional manner.

Preferred Education and Work Experience
• Bachelor’s degree in human resources or any related field; or a combination of education and work experience that yields the required competencies.
• Postgraduate Diploma in Human Resources is an added advantage.
• Minimum of 5 years proven experience in Human Resource and Administration, or related roles in INGOs.
• Familiarity with FCDO or USAID regulations and compliance requirements is a plus.

Minimally Required Organizational Competencies
• Software Applications: Foundational knowledge of MS Office products, including MS Word, Excel, Outlook, PowerPoint, and SharePoint.
• Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services, including program strategies and indicators.
• Passion for Sexual and Reproductive Health Services: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
• Languages: Advanced writing and verbal communication skills in the English language.
