WHO WE ARE:
Finnish Refugee Council (FRC) is an INGO promoting adult education and community development among refugees and host communities since 1997 in Uganda as an operational partner to UNHCR and OPM and since 2020 implementing partner to WFP. FRC is seeking for suitably qualified Ugandan candidates to fill the following position:

Contract type After trial period, fixed term till end of 2025, with possibility of 1-year renewal at a time.
Location Country Office, Kampala

Purpose of the Role:
The HR Manager is responsible for strategic planning of HR issues to achieve organisational objectives, overseeing all aspects of human resources and acting as go-to person for all employee related issues. S/he ensures that legal obligations in relation to HR are fulfilled. This position directly supervises two (2) human resources staff. The FRC HR unit handles currently about 150 employees.

KEY TASKS AND RESPONSIBILITIES:
Human Resource management (80%)
• Manage recruitment and exit processes; recruitment gaps, application screening, interview preparations, background checks, work contracts, orientation, evaluation, exit handling.
• Take lead and responsibility in design, test and implementation of appropriate performance evaluation systems, manage and advice on their implementation, analyse results.

• Take lead in design and execution of efficient staff orientation plan – both short and long term – inclusive of necessary topics, resource persons, methods of delivery and timeframe.

• Support line managers in change management, team building, addressing organisational challenges and identify key HR issues for management attention.
• Identify training needs for organisational and program growth, design staff training and talent management plans and identify opportunities for improvement and implementation.

• Take lead in training staff on HR related policies and guidelines.
• Ensure that human resource tasks at FRC field offices is appropriately managed and executed.
• Ensure that HR related contracts (insurance, health services) are accurate and renewed.
• Handle and oversee PSHEA related investigations.
• Take lead in filling in and submitting HR related surveys, questionnaires and reports to relevant stakeholders.

HR related legal framework (20%)
• Contribute to the development of HR policies, guidelines and procedures that are aligned to the organisations’ priorities and demands, as well as to the country specific legal frameworks.
• Ensure legal compliance throughout HR management; personnel files, payroll and leave records.
• Keep track of and ensure that legal obligations in relation to staff and volunteers are fulfilled on timely basis, such as work permits, HR audits, compliance to labour laws, staff working hours etc.
• Ensure that standards of good practice in management of incidents is maintained and records kept.
• Ensure that HR related data protection procedures are fulfilled, and annual reports submitted.

Qualifications and preferred experience:
• Master’s degree in Human Resource Management or in Business Administration with HR option, or in Public Administration combined with strong HR focus.
• At least 5 years’ relevant, progressive experience, of which 2 years in management position.
• Knowledge and experience in capacity building, performance evaluation and grievance handling.
• Willingness to step in and solve difficult situations.
• Experience in working with development context is an advantage.
