JOB DETAILS:
We are looking for a human resource officer who will ensure a conducive working environment, recruit, support and develop policies and manage procedures at health access connect. The HR officer will oversee and manage all HR operations and provide administrative support to the Finance and administration manager.

Background on HAC
The mission of Health Access Connect is to link remote communities to healthcare. HAC currently pursues this mission through three programs:

1. Medicycles: We use microfinance boda bodas to bring Ugandan government health workers to set up one-day mobile clinics in remote villages. In those clinics health workers give HIV testing, anti-retroviral treatment, immunizations, perinatal services, family planning, and many other services available in rural health centres. HAC is beginning the implementation of a USAID Development Innovation Ventures (DIV) award to scale the Medicycles model to over 124 additional communities and work with third party researchers who are conducting a randomized control trial on the impacts of outreaches on community health.

 

 

2. Technical Advising: We collaborate with Africa Resource Center and the Uganda Ministry of Health to teach and empower PEPFAR implementing partner organizations to implement the HAC outreach clinic model in an effort to improve service provision to people living with HIV and all other residents of remote communities.

 

 

3. Treat & Teach: We improves access to family planning in the communities of Masaka and Kalangala districts by a) providing low density high frequency certificate training to health workers, b) setting up outreach clinics in remote communities, c) generating demand by collaborating with community health workers (VHTs), and d) reducing commodity stock outs by providing buffer stocks and improving commodity tracking at partner health facilities.

Key Duties & Responsibilities
● Handle the recruitment process(posting job adverts both internal or external, conducting interviews, carrying out reference checks and onboarding new candidates)
● Gather and maintain employee personal records both in hard & soft copies and ensure the records are up to date.

 

 

● Spearhead the implementation of HR initiatives and policies.
● Draft staff contracts, consultants, and volunteers and support them in understanding the details therein.
● Track and maintain a leave database for staff. This includes time taken off or any other holiday.
● Follow up on medical insurance by advising employees on eligibility, verifying submissions, and notifying employees on approvals or changes.
● Compile HR data relating to payroll processing by recording new hires, transfers, terminations, changes in job classifications, salary increases and other adjustments.
● Update the payroll info monthly and share with the finance team and share payslips with staff at the beginning of the next month.
● Record all human resources actions by completing forms, reports and logs.
● Support staff members by providing official employment documents required by third parties e.g. banks and other financial institutions
● Review employment and working conditions to ensure legal compliance and handle staff welfare.
● Support the management of disciplinary and grievance issues.
● Handle exit administration, and ensure that staff exiting have handed over all required assets. Communicate to staff regarding existing staff
● Supporting performance management processes by assisting with performance appraisals, tracking objectives, and supporting Performance Improvement Plans (PIPs).
● Facilitating employee training and development by organizing training programs, maintaining records, and supporting career development.

Job Specification
Education, Knowledge & Working experience
● Minimum of a Bachelor’s Degree or higher in Human Resources, Business administration with a bias in Human Resource Management, Bachelor of Industrial and Organisational Psychology.
● Minimum working experience of 2 years working in a generalist HR setup
● Excellent knowledge of various HR functions such as pay & benefits, recruitment, onboarding, evaluation, training & development, etc.
● Good understanding of labor laws, HR functions, and best practices

Skills and Abilities
● Excellent communication skills with an ability to liaise effectively with a range of departments to effectively implement company policies
● Proficient in MS Office; knowledge of HRMS is a plus
● Knowledge of HR functions i.e. HR Operations, recruitment, training, pay, and benefits
● Ability to analyze and interpret complex information.
● Ability to handle highly confidential matters professionally & discreetly.
● Outstanding organizational and time-management skills.
● Ability to multi-task in a fast-paced environment and meet all set deadlines
● Professional and confident with excellent diplomacy and negotiation skills

Compensation
This position is designed as a full-time (40 hours/week) position. Compensation will be 2,000,000/= before taxes. Health insurance will be provided to you and your immediate dependent. Field travel expenses will be paid for by Health Access Connect. Candidates must submit previous or current basic salary in their job applications.
