Context and environment

  • Favorable:
    1. Functional guidance and full support from H3SEQM and Top Management.
  • Unfavorable.
    1. Unpredictable environment that presents unexpected mishaps that have to be expected at any time of the day, night, week, month and year.
    2. Lack of strong safety knowledge/compliance among the locals. Need for vigilance/training particularly when untrained workers are on site. 
    3. Sites are often located upcountry and their supervision might require upcountry stays. 
    4. A high turnover of employees and other changes in contractor employees, calls for constant induction and training.
    5. Extensive road travel needed to move from site to site, exposure to road hazards.
  • Job Holder must have a valid driving license.
  • Job Holder must be open to spend extended periods of time on upcountry assignments.
  • Job Holder needs to be psychologically strong to handle different circumstances and consequences of accidents. For example, gruesome scenes involving physical injury and death. 
  • Job Holder must be willing to work for long hours in an unpredictable environment and available 24/7.

Activities

 Main Objective

The role holder's main objective is to monitor Worksite Safety, Contractor compliance, Staff, contractors and Network HSE Trainings & MAESTRO for allocated company sites.

Roles & Responsibilities

  1. Coordinates contractor safety including initiatives to train and check compliance ie ICC. Conducts HSE pre-qualification for new contractors.
  2. Ensures compliance to the work permitting process through audits and training.
  3. Follows up on work site monitoring programs (Our Lives First) eg Safety Tours, Remote Cameras etc.
  4. Coordinates the contractor owner program, establish, and communicate schedules, compile and maintain reports, follow up on execution of action plans raised.
  5. Conducts accident investigation of all severe accidents and HIPOs with Cause Tree Analysis and action plan involving projects and maintenance contractors.
  6. Conducts Operational Readiness Inspections or Pre-Delivery Inspections on newly established or modernized sites (stations, GT sites) prior to commencement of operations.
  7. Participates in projects hand over and coordinates the management of risk assessments, prevention plan job safety analysis and work permits.
  8. Conducts annual HSE evaluation of all contractors working with the company.
  9. Conducts HSEQ trainings for company staff, contractors and retail network personnel across the country in close liaison with the RTO, maintain records.
  10. Conducts the Safety Pass induction program for all new employees.
  11. Carries out self-assessment programs on depots and other internal departments to gauge levels of compliance with the One MAESTRO Standards.
  12. Ensures compliance to the safety critical barrier program, report gaps identified.
  13. Reports Coordinate the monthly safety reporting program in RAMSES, SRT and Safety+ tools.

Candidate profile

Experience/Education

  1.  Bachelor's degree in engineering, or related field (Civil, Environmental, Electrical, Mechanical or Industrial).
  2. Minimum two (02) years' post qualifying experience in HSEQ management systems preferably in the petroleum or logistics industry.
  3. Experience in audit, terminal/depot operations, logistics, safety, contractor management and work site supervision are desirable.
  4. Strong skills and ability to build and maintain healthy relationships with internal and external interpersonal contacts
  5. Strong conceptual and innovative skills.
  6. Skills in analysis, planning, public speaking, supervision, digital applications (above average Ms. Excel, Word and PPT) are preferred.
