Human Capital Business Solutions Ltd is a Boutique HR Advisory Firm that specializes in strategic HR Consulting, Talent Acquisition & Development, Risk Management and Business Process Outsourced Services with our Headquarters based in Uganda and Country Office in Tanzania.

On behalf of Our client in the Manufacturing sector, we are looking for a competent and experienced HR Officer to be based in Kampala.

Reports To: HR Manager / Plant Manager

Job Summary: The HR Officer is responsible for responsible for managing core human resources functions while also overseeing environmental, health, and safety compliance within the plant. This position supports employee lifecycle management and ensures the workplace is compliant with labor laws, environmental standards, and occupational health and safety regulations to promote a productive and safe working environment.

Main Duties and Responsibilities

Human Resource Duties:

  • Support recruitment, onboarding, and orientation of new factory and administrative staff.
  • Maintain accurate and confidential employee records and HRIS data.
  • Coordinate training programs, including job-specific and compliance training.
  • Assist in managing employee relations, disciplinary procedures, and grievance handling.
  • Monitor attendance, leave, timekeeping systems, and payroll support tasks.
  • Ensure compliance with employment laws, HR policies, and collective agreements
  • Promote positive employee engagement, communication, and welfare programs

EHS Responsibilities:

    • Implement and monitor safety protocols, procedures, and programs in the plant.
    • Conduct regular risk assessments, safety audits, and inspections of the facility.
    • Ensure compliance with local environmental and occupational health and safety regulations.
    • Lead incident/accident investigations and prepare reports with corrective action plans.
    • Conduct safety induction and regular training sessions for all employees and contractors.
    • Promote safety awareness through toolbox talks, signage, and campaigns.
    • Maintain EHS documentation, including safety data sheets (SDS), training records, permits, and regulatory reports.
    • Coordinate emergency response plans, fire drills, and first aid readiness.
    • Liaise with local authorities and certification bodies on EHS compliance matters.

Qualifications, Experience, and Skills

  • Bachelor’s degree in Human Resource Management, Industrial Psychology or any relevant field
  • Post graduate Diploma/ Professional certification in EHS (e.g., NEBOSH, OSHA) and HR (e.g., CIPD, CHRP) is an added advantage.
  • Minimum 2–3 years of relevant experience in a manufacturing or industrial environment.
  • Strong knowledge of labor laws, HR practices, and industrial relations.
  • In-depth understanding of EHS regulations, audits, and safety practices in manufacturing.
  • Excellent communication and interpersonal skills.
  • Ability to train, influence, and engage staff at all levels.
  • Good organizational and problem-solving skills.
  • High level of integrity, attention to detail, and professionalism.
  • Proficient in Microsoft Office and HRIS systems.
