Description

Reporting to the MEL Director, the Health Informatics Officer will support the implementation of Uganda EMR system in the LPHS-Karamoja region. The Officer will provide rapid response to ICT/Uganda EMR issues in the assigned cluster and support the project to realize the use of Point of Care (POC) EMR in management of patient data and reporting. The Officer will closely work with IT team and Monitoring and Evaluation department to ensure smooth implementation and use Uganda EMR to improve data quality and Reporting

Duties and Responsibilities of Health Informatics Officer
• Work with the MEL officers to technically support the implementation of Uganda EMR system within assigned clusters
• Train and mentor Data Assistants and Health Information Assistants on using Uganda EMR for patient data management, data use and reporting
• Performing regular site visits to support Health Information Assistants/data clerks and monitor data improvement requirement, identifying weaknesses, TA needs, lessons learnt, and best practices.
• Installing and configuring computer hardware, software, and applications
• Conduct routine site-level UgandaEMR corrective maintenance.
• Identify opportunities to scale-up, roll out and functionalize UgandaEMR in additional sites.
• Carry out point of care installations for all facilities/sites supported by the LPHS-Karamoja activity.
• The Health Information System Officer will plan, support, and implement Health Information solutions for HIV, TB, PMTCT/EID, and Laboratory.
• Implement data quality standards, and Health information systems development activities to support data analysis and modelling for the activity.
• Work closely with staff at MoH, SITES/METS and USAID to review and implement the HIS agenda in the Karamoja region.
• Offer support to the MEL team during implementation of facility-based points of care systems, Uganda EMRs (Light), community-based electronic systems, Laboratory information systems and Health Information Exchanges (HIEs).
• Build the capacity of project teams and health workers in the use of Geographical Information System (GIS) technologies for data capture and spatial technologies for spatial data capture and analysis to guide programming for geographical areas with the highest burden.
• Work with the MEL team to conduct quality checks on the system to ensure the systems are functioning as intended, and program needs are being met.
• Supporting the MEL team and the facility MRAs in trouble shooting system and IT related challenges.
• Support with any other MEL related assignments.

Education/Experience requirements

• Bachelor’s Degree in Computer Science/Engineering, Information Technology or related field.
• Preferably three (3) years’ experience working directly with, UgandEMR/Electronic Medical Records will be an added advantage

Desired skills
• Strong Hardware/Software Troubleshooting Skills
• Knowledge of web/internet standards, hardware/software, and relational database technologies.
• Understanding of Windows operating system, MySQL database, open-source technologies, and approaches with programming experience in JAVA and PHP
• Strong communication abilities, to both technical and non-technical audiences.
• Excellent written and verbal communication skills in English.
• Ability to work in a multicultural environment
