POSITION: HEAD OF FINANCE AND ADMINISTRATION
Established in 1961, Uganda Cooperative Alliance Ltd (UCA) is the apex body for all registered cooperative societies in Uganda with a mandate to promote, strengthen, and advocate for the cooperative movement in the country. With a legal mandate under the Cooperatives societies Act, UCA works closely with government, development partners, cooperative unions, primary societies, and other stakeholders to enhance sustainable socio-economic transformation through cooperative development, capacity building, value chain support, advocacy, and institutional strengthening. Its mandate is to advise government on cooperative policy, advocate for cooperative interests, settle disputes among cooperatives, build capacity of cooperatives, offer business and advisory services and mobilize resources for the growth and sustainability of the cooperative movement in Uganda.
In pursuit of its mandate and strategic objectives, Uganda Cooperative Alliance Ltd seeks to recruit a competent, experienced, and highly motivated professional to fill the position of Head of Finance and Administration.

Job Purpose
The Head of Finance and Administration will be responsible for providing strategic leadership and oversight in financial Planning, budgeting, administration, compliance, internal controls, and institutional operations to ensure effective and efficient management of organizational resources in accordance with organizational policies, applicable laws, and best professional practices.
Key Roles and Responsibilities
Financial Management and Reporting
- Provide overall leadership in financial planning, budgeting, accounting, and financial reporting.
- Prepare and monitor annual budgets, budget utilization reports, and financial forecasts.
- Ensure timely preparation and submission of accurate financial reports to Management, the Board, donors, and other stakeholders.
- Oversee cash flow management, bank reconciliations, payroll processing, and financial accountability systems.
- Ensure proper maintenance of accounting records and financial documentation.
- Monitor expenditure and advise Management on financial performance and budgetary compliance.
- Management of the Accounting System
- Management of all Cash flow streams in an efficient and effective manner
Audit, Compliance and Internal Controls
- Strengthen internal control systems and ensure compliance with financial policies, procedures, and statutory requirements.
- Coordinate internal and external audit processes and ensure timely implementation of audit recommendations.
- Ensure compliance with tax obligations, other statutory deductions, and regulatory reporting requirements.
- Develop and implement risk management and accountability mechanisms to safeguard institutional resources.
Administration and Operations
- Oversee administrative operations and support efficient institutional functioning.
- Coordinate procurement, asset management, inventory control, and office administration processes.
- Supervise support staff and promote effective performance management systems.
- Ensure proper records management and institutional documentation.
Strategic and Institutional Support
- Advise Management on financial sustainability, resource mobilization, and institutional efficiency.
- Support development and implementation of organizational policies, strategic plans, and operational frameworks.
- Build and maintain effective working relationships with government agencies, financial institutions, development partners, and other stakeholders.
- Support organizational communication and reporting processes where required.
Person Specifications
Qualifications
- Bachelor’s Degree in Accounting, Finance, Commerce, Business Administration, or a related field from a recognized institution.
- Full professional accounting qualification such as CPA or ACCA is a MUST.
- A Master’s Degree in Finance, Accounting, Business Administration, Management, or a related field is an added advantage and highly preferred.
- Full and up to date membership with the ICPAU
Experience and Competencies
- Minimum of five (5) years’ relevant professional experience in finance, accounting, administration, or institutional management at a senior level.
- Demonstrated experience in financial reporting, budgeting, audit coordination, and compliance management.
- Strong understanding of financial management systems and internal controls.
- Excellent leadership, communication, analytical, and interpersonal skills.
- High level of integrity, professionalism, accountability, and attention to detail.
- Ability to work under pressure and meet strict deadlines.
- Proficiency in computerized accounting systems and Microsoft Office applications, especially Microsoft Dynamics 365, is an added advantage.
