Experience and Other requirements:
• 8 years’ experience with at least two (2) years at Principal Officer level.
• Member of the Uganda Statistical Society is a must

• Analytical, Interpersonal skills, Report writing, Communication skills.

• Must be knowledgeable in the use of computer applications
• Proven leadership skills
• Objectivity and independence
• Possess the ability to work as a team.
• Analytical, interpersonal and change management skills.

Qualifications:
• Master’s Degree in Statistics or Quantitative Economics, Population Studies, Business Administration, Project Management or any other related relevant field.
• Post-Graduate Diploma in Public Administration and Management, Project Planning and Management or relevant field will be added advantage

• An Honors’ Degree in Statistics, Business Statistics, Quantitative Economics, Population Studies, Bsc Statistics and Economics/ Mathematics, Business Administration, Commerce or any other relevant field

Duties and Responsibilities:
1. Develop robust methodologies for production of data and statistics and provide technical guidance on their interpretation.
2. Produce, and review guidelines, strategies and frameworks for the production of quality statistics.

3. Develop and maintain an up-to-date statistical frames and other infrastructure.

4. Lead the development of the Bureau’s business strategy, plan and policies.
5. Lead the development of a research strategy, research guidelines for statistical research in the NSS.
6. Develop guidelines for the professionalization and certification of statisticians across the NSS in collaboration with institutions of higher learning, international and local professional bodies, universities and research institutes.
7. Develop a Training Programme to address statistical skills gaps in collaboration with the Department of Human Resources, MDAs, Academia, statistics training institutions and Statistics Training Centers (STCs).
8. Develop the department’s annual workplan, procurement, training and recruitment plans.
9. Direct staff in the department, conduct performance appraisals, as well as identify training and development needs.
10. Prepare and submit accountability for financial resources.
11. Perform any other responsibilities as may be assigned from time to time.
