Jhpiego is an international non-profit health organization affiliated with Johns Hopkins University. The group was founded in 1973 and initially called the Johns Hopkins Program for International  Education in Gynaecology and Obstetrics, but is now referred to simply as Jhpiego.

 

About USAID Project: 

Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project’s key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.

 

Job Summary:  The Finance Officer will be responsible for managing and overseeing financial operations for Jhpiego Uganda, particularly in support of the USAID-funded Urban Health Activity. This role ensures efficient financial processes, including budgeting, expenditure tracking, cash management, and vendor payments. The Finance Officer will assist in maintaining accurate accounting systems, ensuring compliance with USAID regulations, and Jhpiego’s financial policies. They will also contribute to financial reporting, monitor project funds, ensure proper documentation, and support internal audits and reviews. By ensuring financial integrity and compliance, the Finance Officer will support Jhpiego’s mission to strengthen urban health systems and improve health outcomes in Uganda.

 

Key Duties and Responsibilities:

  • Review and verify invoices for accuracy, completeness, and proper documentation, ensuring compliance with organizational and donor guidelines.
  • Ensure all expenditures are within the approved budget and have received the necessary authorizations.
  • Conduct timely validation of tax registration and distribute withholding tax certificates where applicable.
  • Process payment vouchers, checks, and electronic funds transfers (EFT) in a timely and accurate manner.
  • Monitor expenditures against approved budgets and work plans, providing regular updates.
  • Review and validate mobile money requests, ensuring accuracy of recipient details and confirmation of their participation in activities.
  • Follow up on accounts receivable and ensure timely liquidation of staff advances.
  • Analyze vehicle log sheets and reconcile fuel statements for both project-owned and hired vehicles before paying the fuel and hired vehicle invoices.
  • Maintain organized physical and electronic filing systems for accounting records, ensuring easy access and retrieval of documents.
  • Assist in developing work plans and budgets, participating in ongoing budget tracking and adjustments.
  • Assist in conducting financial and compliance reviews for program activities, ensuring adherence to donor and internal regulations.
  • Support internal audits, donor reviews, and external audits as required.
  • Prepare and submit VAT reporting to USAID, ensuring accurate and timely reconciliation of VAT claims as per donor requirements.
  • Perform any additional duties as assigned by the supervisor to support financial and administrative operations.
  • Work closely with the field program teams to track pending field paperwork for review and payment.
Qualifications, Skills and Experience:

Required Qualifications:

  • Bachelor’s degree in business administration, Commerce, Accounting, or a related field.
  • Minimum Level 3 CPA (U) or equivalent qualification.
  • At least 5 years of relevant experience in finance or accounting.

Preferred Qualifications:

  • Experience with donor-funded programs, preferably with USAID funded projects.
  • Knowledge of US government cost accounting standards and procurement procedures.
  • Proficient in accounting software (e.g., QuickBooks), MS Office, and Excel.
  • Strong attention to detail and accuracy.
  • Ability to manage multiple tasks in a dynamic, fast-paced environment.
  • Excellent interpersonal and teamwork skills.
  • Strong verbal and written communication abilities.
