IRC has a country office in Kampala, a regional office in Kitgum (and Lamwo), West Nile and Moroto.

The IRC is currently recruiting for a Finance Officer position for Yumbe field office

Job purpose:
Under the direction of the Finance Manger, the Finance Officer is responsible for ensuring that the dayto-day accounting operations and financial management functions are performed in accordance with IRC’s policies and procedures, and in accordance with the Generally Accepted Accounting Principles (GAAP).

Specific responsibilities:
• Acting at all times in accordance with the country’s law and standards of accounting practices
• Contribute to the overall objective of the Finance department of providing quality support service to all sectors.
• Assist in implementation of finance policies, procedures and systems at the field office
• Review payment vouchers, ensuring completeness of the documentation and consistency with IRC policies and procedures as per the authorization matrix.
• Complete end-of-month tasks in a timely manner, with minimal or no errors.
• Assist the Finance Manager in the preparation of finance-related reports for use in decision making at both field and head office levels.
• Carry out monthly reconciliation of program advances and charges related to staff personal accounts (T7) and advise the supervisor on course taken to settle outstanding balances.
• Participate as gatekeeper in ensuring that all transactions are in accordance with IRC financial policies and grant agreements.
• Provide support to both external and internal audit processes that are undertaken at the field office
• Implement the shared program costs (SPC) allocation at the field office when requested
• Verifying Invoices (PO & Non LPO) with other supporting documents
• Ensure WHT schedule is shared with head office by 5th of every new month.

• Process PO invoices and ensure all supportive documents are attached
• Process Vendor Payment Journals in Integra for all bank payments & attach supporting documents
• Receive and Verify Accountabilities for any advances and ensure they are timely liquidated ▪ Support the Finance Assistant to ensure cash count in conducted on monthly and weekly basis ▪ Support the Supply chain department during month end inventory/cycle count.
• Ensure all accommodation and other non-PO payments are processed in a timely manner ▪ Reconcile Mobile money and cash accounts on weekly and monthly basis in integra.
• Follow up on monthly time sheets & payroll for all volunteers ensure payment processed by 25th day of every month
• Review monthly payments for Fuel, vehicle hire and medical investigations for referred patients
• Follow up on & track accruals for closing grants and ensure payments are timely processed
• Participate in bid analysis and evaluation
• Participate in monthly BVAs meetings and share minutes with FM for sharing with Project managers Prepare weekly activity reports and plans for Finance, share with FM for review every Thursday Support the Finance Assistant in processing Yo payments. ▪ Perform any other duties assigned.

Minimum Qualifications:
• University bachelor’s degree in accounting, Commerce or Finance.
• Minimum of three years of accounting experience, preferably in an international NGO and at least a minimum of 1-year hands-on experience working with ERP systems
• Knowledge of ERP systems will be an added advantage
• Professional accounting qualification like ACCA/CPA level two is an added advantage.
• Excellent interpersonal, supervisory and organizational skills; ability to work with computers, effective communication, problem solving and decision making.
• The ability to work under pressure and meet deadlines
