Jeeva Consult International is a private consultancy firm that was incorporated in Uganda in 2009. The firm is multidisciplinary/multi-sectoral in nature with superior expertise and advantage that delivers high quality outputs, in time, and within available budget. We work with a wide range of clients who include; INGOs, NGOs, Small Medium and Multi-lateral businesses, Educational Institutions, Financial Institutions, Donors, Policy Makers as well as Government Departments.
We offer professional services in areas of monitoring and evaluation, project planning and management, policy design and analysis, strategic planning and development, training and capacity building, systems analysis and design, market & social research, to mention but a few.

Over the past years, we have implemented consultancy projects for different clients in fields of; education (learning outcomes measurement), water sanitation and hygiene (WASH), Agriculture / livelihoods, health, governance and human rights, GBV, youth employment and empowerment, among others.

Since the start of 2023, Jeeva Consult has embarked on an expansion drive in the entire East African region inorder to expand its business reach and services. Currently, the company has been incorporated in South Sudan, Kenya and Rwanda making it have three (3) branches. Plans are underway to incorporate the company in Tanzania, DR Congo and Somalia by 2024. This will increase the business portfolio to offer our consultancy services in the East African region.

As a company, we have a finance section which is charged with overall day-to-day finance operations and ensuring that all company finances are managed well following the approved policies and procedures. The Finance Officer (FiO) reports directly to the Senior Finance Officer who is the overall head of the Finance section that falls under the Finance, Procurement and Administration department headed by the Operation & Finance Manager (OFM). In this case, the FiO is in charge of ensuring that finance aspects comply with the finance policies and standards at all times and all finance transactions are conducted based on the international and national finance and accounting standards. The FiO directly supervises and works with the Finance Assistant (FA) for smooth and proper functionality of the finance section of the company.

Role Purpose
The Finance Officer will contribute to the day-to-day implementation of the finance and accounting systems, financial reporting and monitoring, policies and procedures of the company. He/ she will support through the processing, reconciliation and reporting of financial data, verifying, validating, and ensuring completeness and accuracy of the finance transactions all based on the approved policies and standards of the company. The Finance Officer will be responsible for ensuring that all payments are processed timely; preparing monthly financial reports, maintaining complete and proper records of revenues, expenditure, assets and liabilities and ensures the accuracy and integrity of financial information.

Roles and Responsibilities
Under the supervision of the Operations & Finance Manager (OFM), the Finance Officer will be responsible for the following tasks;

Budget Planning and Performance Tracking
• Provide information to allow the creation of detailed and accurate budgets and cash flow forecasts by contributing to meetings to discuss and agree on budgets
• Understand the impact of forecasts by amending budgets to reflect changes in circumstances where the company can be able to make a profit or loss

• Identify, calculate and forecast business costs and revenues and their behaviours to be reflected in the budget
• Review and verify costs in the administrative, projects, and field budgets making them ready for approval by MD

Finance Management
• Review and verify all payment requests to ensure that they are within the approved budgets before being presented for approval/authorization by the MD
• Review and verify all payment vouchers that have been entered into the accounting system by their categories

• Review and verify, monitor and track all payment requests and present them for approval by MD
• Prepare for submission payment voucher books and track their approval by the OFM/MD
• Upon approval of payment vouchers by the MD, prepare and initiate the payments in the online bank system and submit the same for authorization by signatories
• Follow up and track /monitor all online bank payments and provide feedback to concerned parties regarding their status
• Directly supervise the functions and roles of the Finance Assistant in preparation of payments and requisitions by reviewing and verifying them

• Perform any other finance management roles as may be assigned by OFM/MD from time to time

Finance Reports
• Oversee the preparation of monthly books of accounts (cash book), perform bank reconciliation, statement of financial position and other analyses to provide monthly financial standings.
• Collect, complete, update and analyse financial information in order to compile financial reports as per the standard finance report templates and forms of the company

• Produce hard/soft copy monthly reports (including, project status reports, administrative status reports, project profit/loss statement etc.)
• Prepare summaries of payments (before and after authorization) and share the same with MD as well updating other staff about the same
• Prepare and submit for approval quarterly finance reports (both narrative and financials)
• Prepare and submit for approval quarterly administrative budget projects (in consultation with HR and Admin officers)
• Prepare and submit bi-annual finance reports (both narrative and financials)
• Prepare and submit annual finance reports (both narrative and financials)
• Perform any other roles related to preparing of reports as may from time to time be requested by the OFM/MD

Training and Capacity Building of Other Staff in Finance Processes and Management
• Together with the Human Resources, plan and organize for regular trainings/orientations on processes and procedures of finance management of the company among other staff
• Orient other staff on new changes in the Finance and Accounting Policies and the international standards in financial management
• Support and contribute to the routine review of Finance and Accounting policies of the company from time to time
• Perform any other such trainings or capacity building sessions as maybe requested by OFM/MD from time to time

Departmental Performance Improvement
• Develop and share with management changes in finance processes and systems for consideration with a view of improving on performance and making company more profitable and efficient
• Suggesting and setting performance improvement plans for the finance department and sharing the same with other staff
• Developing guidelines and processes to be used within the finance department
• Implementing any other performance improvement aspects as may be advised by OFM/MD

Tax Management
• Prepare for processing and payment of relevant and applicable taxes to URA including annual Income Tax, and Pay as You Earn (PAYE)
• Prepare for processing and payment of staff social security funds to NSSF
• Advise management on such taxes applicable to the company as per the laws of Uganda

Audit Management
• Prepare terms of reference for external audit of company books of accounts every ended financial year
• Prepare and make available all required financial records and books of accounts during the audit exercise
• Directly work with the external auditors when performing their roles
• Working with the SFO and FAM, support and advice with the internal audit functions to ensure all internal systems are conducted in line with international accounting processes and procedures

Procurement and Logistics Management
• Review and verify that all procurement processes are conducted within the due processes and within the minimum required standards and advise accordingly
• Review and verify that all procurements are within the approved budget limits

Other General Roles and Security of Information
• Ensure and oversee the proper management and handling of all company financial information and data ensuring high level of security
• Support all staff in the daily use of finance data systems and ensure adherence to legal and company standards
• propose and suggest the best way finance data should be managed and maintained using information management systems as approved by management
• Maintain good working relationship with all staff
• While working with Jeeva, maintain high-level of professionalism and working relationships with the Company clients
• Carry out any other responsibilities assigned by line managers and or the MD

Required Qualifications and Experience
Education and Qualification
• A University Degree in Finance or Accounting, Business Accounting, Commerce, or any finance and accounting related field from a recognized Institution of higher learning
• Post graduated qualification (PGD or PGC) in Finance and accounting management or any other related field will be an added advantage
• Enrolment or completion of ACCA or CPAU will be an added advantage
• Membership to the Institute of CPA of Uganda (ICAU) is desirable

Experience
• A minimum of two-years work experience from a reputable organisation, or profit oriented company serving in the role of finance officer or accountant, finance assistant, accounts assistant or related finance position
• Experience working with a profit oriented company for a minimum of 1-year
• Experience in managing statutory tax obligations like, Income Tax, PAYE, NSSF, provident fund and URA tax compliance standards
• Demonstrable experience in supporting the auditing function
• Demonstrated experience managing master budgets with many different funding streams

Desirable Skills and Competences
• Proficient and demonstrable use of QuickBooks or Tally Accounting Software
• Proficient skills in MS Office (Excel, Access, Word etc.)
• Strong team working skills and ability to develop and maintain effective working relations at all levels both within and outside the team
• An analytical mindset with problem-solving skills
• Ability to work under pressure with minimum supervision and working beyond normal working time
• Excellent communication and collaboration skills
• Ability to meet deadlines
• Strategic planning knowledge
