Overview:
URC is searching for an experienced Finance Officer for the UPDF Partnership for Sustainable HIV Epidemic Control Program (DOD Uganda URC Project). The purpose of the UPDF Partnership for Sustainable HIV Epidemic Control Program is to reduce new HIV infections among the Ugandan military population and communities surrounding military bases. URC supports the Chieftaincy of Medical Services and the Directorate of HIV/AIDS (DHIV) to achieve control of the epidemic through strengthening the capacity of UPDF DHIV to perform its role of leading and coordinating the HIV response within the UPDF and focuses on HIV/AIDS care and treatment, HIV testing services, HIV clinical monitoring systems, and HIV prevention interventions.
Responsibilities:
The Finance Officer will support the preparation of timely financial reports, implementation of a strong internal control system, as well as ensuring compliance with DoD and URC regulations.
Specific responsibilities include the following:
  • Work closely with the Director of Finance & Administration in preparing monthly financial reports for timely submission to home office. This includes, but not limited to, CostPoint posting, preparing monthly bank reconciliations, cash reconciliations, staff advances reconciliations etc.
  • Initiate payments both to vendors and mobile money in the bank for review and approval.
  • Process per diems and other travel advances for project related work.
  • Together with the Finance Team, ensure that all costs in the project adhere to DOD/URC regulations, and are allowable, reasonable, and allocable.
  • Ensure all financial documents, journals and payment vouchers are scanned and filed in a timely manner.
  • Handle and respond to any voucher exceptions that may arise together with the Director of Finance & Administration.
  • Assist with the maintenance of a proper archiving and filing system for all financial reports, vouchers, field wire requests, bank reconciliations and other finance documentation.
  • Liaise with the Operations Department to ensure timely receipt, reconciliation, and payment of vendors.
  • Liaise with the Operations Department to ensure receipt of invoices and necessary support documentation for timely payment of vendors.
  • Gather information and documentation required in preparing foreign tax reports (VAT).
  • Perform other project related tasks assigned by supervisor and/or Project Director.
Additional and other responsibilities may include, but are not limited to:
  • Other tasks consistent with the nature of this position.
  • As needed, attend, and represent the organization in various events, seminars, and functions.
Knowledge, Skills, and Abilities  
  • Excellent written and oral communication and interpersonal skills
  • Working knowledge of CostPoint accounting software is highly desirable.
  • Proficiency with Microsoft Office products (Word, Excel, Outlook)
  • At least three years’ experience with QuickBooks preferred.
  • Attention to detail, ability to prioritize and manage multiple tasks.
  • Should have high levels of integrity and confidentiality.
  • Previous work experience on a DOD, CDC, USAID or other development project is desirable.
Required Experience and Qualifications:
  • Degree in Finance or comparable certifications/qualifications.
  • Post graduate qualification in a finance-related field.
  • At least 5 years’ experience in accounting and general financial management
