Key Responsibilities
The Finance & Contracts Officer will be responsible for:
1. Preparation of Local Contracts:
o Preparing service contracts and local subsidies.
o Conducting financial and legal eligibility checks for potential financing recipients as per GIZ guidelines.
o Preparing tender processes relevant to the program.
o Assessing budgets of potential program partners for plausibility.
2. Providing Advice to Partner Organizations:
o Conducting orientation sessions on GIZ regulations for contractual partners.
o Offering implementation support and advice on finance and contracts issues as needed.
o Conducting spot checks.
3. Administrative Support for Project-Related Events and Activities:
o Preparing procurements and tender processes for in-kind program activities (e.g., conferences, workshops, consultancy contracts).
o Supporting the project team during project-related events and activities.
4. Communication:
o Ensuring transparent and proactive communication within the program financial team and management.
o Maintaining communication with GIZ Uganda’s admin and finance unit.
o Documenting financial and contractual processes.
5. Other Duties:
o Performing additional tasks as requested by management.
Required Qualifications, Competences, and Experience
Qualifications:
• Bachelor’s degree in Business Administration, Economics, Law, or a related field.
Professional Experience:
• 5 years of professional experience in a similar position with GIZ, donor agencies, NGOs, or other international organizations.
• Experience in capacity development on finance and admin topics.
• Experience with administration of co-financing arrangements.
• Experience working with Sudanese organizations and Arabic language skills are an asset.
