Job Summary:

The Finance and Grants Manager supports the financial operations of the EpiC project in Uganda, providing strategic financial support and ensuring the alignment of financial practices with division’s goals. This role involves budgeting and forecasting for the EpiC project, financial reporting, and contributing to the accuracy and integrity of financial data. The Finance and Grants Manager is responsible for supporting the project’s financial models, variance analysis, and financial decision-making. S/he will manage the financial aspects of sub award monitoring, ensuring compliance with donor and organizational requirements, and addressing any financial issues that arise. The Finance and Grants Manager also supports resource management, optimizing resource allocation to support strategic priorities for the project. The Finance and Grants Manager plays a key role in risk management and implementing strategies to mitigate financial risks. S/he will manage and review the activities of the junior financial staff, and review and present recommendations for financial planning, control, and risk, providing relevant fiscal information to the senior finance team. S/he will assist with the development and management of internal financial audits and develop formal reporting system and processes to communicate results of audit activities to management and regulatory compliance agencies.

Accountabilities:

  • Supports data collection, ensures accuracy, and interprets complex analyses for decision making
  • Supports the analysis of monthly financial reports regarding budgets to actual and forecast; presents findings and recommendations.
  • Contributes to financial reports and supporting documentation for funders as outlined in the funding agreement.
  • Contributes to budgeting and forecasting process, ensures alignment with strategic goals.
  • Engaged in monitoring and approving budgeted project expenditures in accordance with the workplan and what has been budgeted/forecasted.
  • Contributes to variance analysis, ensures action on recommendations.
  • Helps ensure all financial records for the project are up to date by collaborating with project colleagues.
  • Collaborates with the project colleagues to determine the resources (time, money, equipment, etc) required to complete the project.
  • Collaborates with project colleagues on monitoring sub award financials in accordance with workplan and sub award monitoring plan.
  • Collaborate with project colleagues to ensure budgets are reflective of the activities in the project workplan and reforecast as changes are made within the workplan.
  • Contributes financial insights and provides compliance recommendations, and consults with senior management on project financials.
  • Participates and provides financial reporting for project annual workplan and budget planning, audit reviews and assessments.
  • Engaged in the more critical and confidential aspects of financial analysis.
  • Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.
  • Works with confidential data, which if disclosed, might have significant internal and / or external effect.
  • Performs other duties as assigned.

 

Applied Knowledge & Skills:

  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.

  • Is well-versed in state and federal laws and regulations that have impact on financial analysis and management controls.
  • Has familiarity with Sarbanes-Oxley (SOX) and experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
  • Sound knowledge and past experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.
  • Must have excellent organizational and managerial skills.
  • Ability to provide advice to team, exchange information and collaborate with colleagues and peers within and outside the organization.
  • Possesses a full understanding of the organizational structure, policies and practices, and the impact on own area and the entire organization.
  • Must have excellent communication, diplomatic and negotiation skills.
  • Ability to multi-task and meet deadlines in a timely manner.

  • Ability to motivate, mentor, and manage individuals and groups from diverse backgrounds and expertise, resulting in high quality and timely work delivery.
  • This position reports to the Finance and Administration Director.

Education: **

  • Bachelor's Degree or its International Equivalent.
  • A professional accounting full certification (CPA or ACCA) is required

Experience: **

  • Minimum of 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.
  • Experience working on complex awards and contracts and managing sub awards preferred.
  • Must be able to read, write and speak fluent English.
  • Prior work experience in a non-governmental organization (NGO), an international organization and with USG funding is preferred.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

 

Travel Requirements:

  • Ability to travel less than 10%
