JOB DETAILS:
The field officer will exercise timely delivery of planned activities aimed at enhancing community knowledge on the legal and policy frameworks on customary land while ensuring that the women and most marginalized participate and benefit from the project interventions and processes. This position requires technical capacity to train, supervise, guide and report on project results
KEY RESPONSIBILITIES OF THE FIELD OFFICER.
Community mobilization and education
- Undertake and adopt community sensitize mobilization strategies to ensure that target project participants especially women and the most marginalized participate in community interventions.
- Organize and support community sensitization sessions for selected project participants.
- Conduct periodic assessment of the knowledge and information needs and challenges and regularly update the community support and learning plan.
- Adopt and use community sensitive communication and learning tools like local radio shows, drama groups, and community dialogues to mobilize and educate communities about their land rights and responsibilities.
Land rights registration and documentation
- Mobilize and support communities participate in CCO registration and adopt land tenancy agreements.
- Provide technical support to mapping and land registration teams for effective and inclusive land registration and documentation processes.
- Provide hands on support to land mapping teams to ensure mastery of the use and application of fit for purpose tools.
- Supervise mapping and demarcation of land and ensure collection of correct and complete data in compliance with acceptable standards and guidelines.
- Collaborative engage and work with refugee leaders to support persons of concern secure land tenancy agreements.
- Support the compilation and safe storage of land data.
- Any other duties as may be assigned from time to time.
Land conflict resolution
- Ensure that land conflicts are properly documented and appropriate undertaken.
- Closely work with the community dispute resolution committees to ensure effective and gender responsive conflict resolution.
- Collaboratively work with the traditional land management structures to support conflict resolution.
- Monitor the implementation and impact of the resolutions reached to inform learning and advocacy.
Monitoring, Reporting and knowledge management
- Write and submit specific activity reports, and any other reports when necessary to his/her supervisor in a timely.
- Participate in the writing of monthly progress reports and any other donor required reports.
- Regularly document powerful stories and case studies that demonstrate the impact of the work on people’s lives.
Uphold the rights of women and children
- The Field Officer will apply the UCOBAC GESI approach for land governance to ensure the full and equal participation and benefit of women, youth, elderly, people with disability and other marginalized groups in all project wok.
- The field officer will Respect and advocate for the protection of rights of women and girls.
- Further still, the officer will ensure the protection of rights of children during the implementation of project activities.
REQUIRED QUALIFICATIONS, SKILLS, AND EXPERIENCE
- A Diploma or Bachelor’s Degree in Land Surveying from a recognized institution.
- Minimum 02 years of proven experience in implementing land documentation projects.
- Demonstrated knowledge of GIS software preferably QGIS.
- Strong capacity-building and facilitation skills.
- Excellent oral and written communication and reporting skills.
- Ability to work collaboratively with diverse teams and stakeholders.
- Riding skills with a valid rider’s permit
- Strong problem-solving and analytical skills.
- Strong organizational and project management skills.
- Good command of English and Acholi. Fluency in Arabic, Dinka or Nuer is an added advantage.
