TERMS OF REFERENCE FOR FAMILY PLANNING (FP) CONSULTANTS

Background
Population Services International Uganda’s Delivering Innovations in Selfcare (DISC) project aims to empower users of injectable contraception-subcutaneous DMPA (DMPA-SC) to self-inject within a broader family planning (FP) framework. The project is transitioning the management of activities across 30 districts from FHI 360 to PSI Uganda (PSIU). PSIU seeks to recruit five FP consultants to manage this transition successfully.

Objective:
To lead the implementation of DISC project activities at the regional level in six regions of Uganda from June to December 2025. The regions are Acholi, Ankole, Kigezi, Lango, Bugisu, and Karamoja.

Duties and Responsibilities
Under the guidance and direct supervision of the PSI Uganda Health Systems Strengthening/Quality Assurance Team, the consultant will undertake the following:

1. Lead the implementation of the demand creation/social behavioral change strategy to drive demand for SRH and FP services, including DMPA-SC self-injection. This includes supportive supervision and capacity building for Village Health Teams (VHTs), demand generation focal persons, and monitoring referral channels.
2. Map, plan, execute, and report on below-the-line (BTL) activations within implementation districts, collaborating with partners and demand generation focal persons.
3. Implement the quality assurance plan to ensure adherence to PSI protocols at public facilities, improving service quality.
4. Liaise with facility in-charges and focal persons to align activation schedules based on facility readiness checklists.
5. Train health providers in DMPA-SC self-injection, counseling for choice, and mentorship on other FP methods.
6. Work with district and facility FP focal persons to plan, forecast, order, and account for FP commodities.
7. Conduct support supervision/mentorship visits to ensure quality, informed choice, and client safety during service provision.
8. Establish and maintain strategic relations with DISC’s implementing partners, such as district health management teams and local organizations.
9. Lead planning and implementation of district/partner performance meetings to review evidence and learnings.
10. Monitor and utilize data to improve FP event productivity and contribute to documentation of learnings on DMPA-SC self-injection.
11. Prepare and submit periodic progress reports, learnings, and best practices on SRH interventions.
12. Submit monthly and annual work plans and budgets for project activities.
13. Participate in Routine Data Quality Assessment (DQA) exercises and collaborate with MEAL to mentor providers on proper documentation in HMIS registers.
14. Ensure timely submission of HMIS 105 and 105B reports and accurate recording of FP data.
15. Collaborate with MEAL to submit BTL event data via PSI DHIS2 and participate in performance review meetings.

Key Performance Indicators/Deliverables

• Successful community engagement activities in public and private facilities.
• Regular reports on BTL events with documented learnings and action plans.
• Accurate reporting and analysis of FP service delivery data.
• Quality and client safety ensured during BTL events.
• Increased productivity in self-injection and other FP methods.
• Active collaboration with district partners and a functional referral system.
• Sustained supply of FP commodities in participating facilities.
• Timely submission of HMIS reports and high-quality data in PSIU DHIS2.

Required Skills and Competencies

• Certification and knowledge in FP/RH provision, including DMPA-SC self-injection.
• Experience in FP service provider management, training, and mentorship.
• Excellent communication, interpersonal, and customer care skills.
• Ability to work with diverse teams, including government and healthcare providers.
• Strong data analysis, reporting, and presentation skills.
• Proficiency in Microsoft Office and basic data analysis.

Period of Engagement

• Maximum of 15 hours per week from June to December 2025.

Desired Qualifications

• Bachelor’s degree or diploma in clinical medicine, nursing, midwifery, public health, or related fields.
• Minimum 3 years of experience in FP service delivery or health systems strengthening.
• Experience working with local government, health facilities, and development partners in Uganda.
• Knowledge of Uganda’s FP policies and guidelines.
• Ability to design and implement capacity-building initiatives for healthcare providers.
• Strong stakeholder engagement and coordination skills.
• Familiarity with strategies for equitable FP access.
• Willingness to work in the specified regions and timeframe.

Reporting and Supervision
The consultant will report to the Quality Assurance Advisor and collaborate with PSIU’s senior management, district health teams, and stakeholders.
