EXPRESSION OF INTEREST FOR THE PROVISION OF PROFESSIONAL DRIVER SERVICES

TotalEnergies EP Uganda (COMPANY) in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2 North, in conjunction with its Joint Venture Partner(s), invite experienced and reputable contractors to express their interest in providing Professional Driver Services as per scopes below, each with a duration of 3 years.
Lot 1: Provision of Professional Driver Services Tilenga Site Scope.
Lot 2: Provision of Professional Drivers Services Kampala Scope.

General Field Development Description:
The Tilenga oil and associated gas development (Project) is in the North-East area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block. The facilities include well pads (30+) and an industrial area containing the Central Processing Facility (CPF)

Scope of Work:
• To provide competent, licenced and certified professional drivers to Support COMPANY operations. This includes recruitment, training employment, medical fitness, HSE performance rewards and
• sanctions
• To be responsible to update all the drivers training certifications including Annual Defensive Driving Training and safe driving trainings to enhance the driving safety culture of COMPANY.
• To provide to the drivers adequate PPE and a medical insurance coverage (Driver 5 dependants)
• To be licensed or in partnership with companies licensed by the Ministry of Works and Transport to offer a robust Defensive Driving Training compliant with COMPANY requirement

Minimum Requirements:
• The vendor MUST be registered on the Oil and Gas National Supplier Database
• More than five years of experience in manpower/human resources services management.
• Must have the recruitment and training permits/licenses issued by respective Ugandan authorities
• Ability and capacity to provide over 300 licensed, trained and certified professional drivers
• Financial Capacity to manage the training and employment of drivers for the duration of the contract
• Performance of similar services in Uganda
• Demonstrated commitment to statutory national content requirements for oil and gas operations as detailed in the 2016 Upstream Petroleum Regulations
• Must have suitably qualified and experienced personnel
• Compliance to national and international laws and regulations
• Must have a Health Safety and Environment (HSE) Management system, Quality Policy and related procedures in compliance with local and international standards
