EXPRESSION OF INTEREST FOR PROVISION OF CAMP MAINTENANCE SERVICES FOR KINGFISHER DEVELOPMENT AREA AND LA-2S FACILITIES

CNOOC Uganda Limited (CNOOC), a Subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and the operator of the Kingfisher Development Area in Kikuube District. CNOOC invites interested bidders to submit proposals for the Provision of Camp Maintenance Services at Kingfisher Development Area and LA-2S Facilities in accordance with its scope of work and requirements.

SCOPE OF WORK

The service provider is expected to provide general maintenance and support services, which shall include but not limited to:

1. General Maintenance and Repair Work:
   • General building maintenance, including plumbing, electrical, air conditioning, painting, and carpentry services.
   • Maintenance and repair of electrical systems, including UPS, kitchen equipment, and lighting.
2. Waste Management Services:
   • Provide and manage solid and hazardous waste collection, disposal, and treatment services, ensuring compliance with environmental regulations.
3. Landscape Maintenance:
   • Maintain grounds and landscape, including trimming, watering, and general aesthetics of the premises.
4. Maintenance of Equipment:
   • Ensure regular servicing of equipment, including generators and other tools.
5. Facility Inspections:
   • Conduct routine inspections of the facility and prepare maintenance reports for submission to CNOOC.

MINIMUM REQUIREMENTS

Interested bidders must meet the following requirements:

1. Be fully registered and incorporated in Uganda.
2. Submit valid and up-to-date compliance certificates for tax and social security contributions.
3. Demonstrate at least 5 years of relevant experience in camp maintenance services with similar scope.
4. Provide a comprehensive list of equipment and tools available for maintenance services.
5. Submit profiles of key personnel, including qualifications and relevant experience.
6. Demonstrate commitment to HSE (Health, Safety, and Environment) standards and provide proof of HSE certifications.
7. Be registered on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda (PAU).

SUBMISSION REQUIREMENTS

Interested bidders should submit their Expression of Interest (EOI), which should include the following:

1. Cover letter indicating interest in providing camp maintenance services.
2. Company profile detailing experience, ownership, and governance structure.
3. Evidence of registration on the National Supplier Database (NSD).
4. Copies of compliance certificates (Tax and NSSF).
5. At least three references from similar contracts.
6. Financial capability documents, including audited financial statements for the last three years.
