EXPRESSION OF INTEREST (EOI) FOR SPECIALIZED ANALYZERS MAINTENANCE SERVICES
REFERENCE: 10415604

  • TotalEnergies EP Uganda (COMPANY) in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2, in conjunction with its Joint Venture Partners, invite experienced and reputable contractors to express their interest in providing Specialized Process Online Analyzers Maintenance Services for future oil production in respect of the Tilenga Project, Lake Albert Basin, Republic of Uganda.

General Field Development Description:
The Tilenga oil and associated gas development is in the Northern area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block (Tilenga Project).

Scope of Work:
The contract shall cover specific maintenance services for online industrial analyzers with their sampling cabinets. The scope includes Oil, Gas, Water, Continuous Emission Monitoring process analyzers.

The scope of work covers the provision of maintenance services in support of COMPANY operations, which activities will include but not limited to the provision of following:

  • Checking of operation conditions of the unit.
  • Functional checks and calibration of the analyzer packages.
  • Sampling cabinet functionalities check.
  • Pre-use inspection & verification with associated functional tests.
  • Annual checks & inspections/testing of the sensitive analyzers.
  • Troubleshooting/reconfiguration of system settings.
  • Full Functional test of all analyzer assemblies such as HVAC and sampling cabinet.
  • Software update: according to manufacturer’s recommendation.
  • Documentation management.
  • Execution of technical training related to the services.

Interested parties may participate in this EOI as a single entity or as an association of companies, where they shall (individually or collectively) demonstrate the following minimum requirements.

Minimum Technical Requirements:

  • Proven experience in provision of Online Analyzer Maintenance Services.
  • Capacity to provide experienced field service engineers.
  • Proven expertise in the operation and troubleshooting of analyzer equipment.
  • Capacity to provide technical training related to the services.
  • Provision of remote technical support services.

In addition to the above-mentioned technical capacity, the minimum requirements to participate in the Prequalification Process are:

  • Mandatory Current registration to or application to be registered to the National Supplier Database as required by the 2016 Upstream Petroleum Regulations of Uganda.
  • Commitment to statutory National Content requirements for oil and gas operations as required by 2016 Upstream Petroleum Regulations of Uganda.
  • Health, Safety, Security, Social, Environment and Quality (HSSEQ) Management systems, and related procedures in compliance with local and international standards.
  • Valid applicable National or International licenses or permits including Trading Licenses.
  • Qualified and Certified personnel to perform the service.
  • Certified equipment to perform the service.
  • Quality Control and Assurance capabilities.
  • Financial capability.
  • Certifications of all applicable and valid ISO Certifications
  • Tax Compliant.
  • National Social Security Fund (NSSF) Compliant for Companies registered in Uganda and its equivalent for International Companies.

Interested parties shall:
(i) Quote the subject line, EOI ref No: 10415604: Specialized Analyzers Maintenance Services
(ii) Provide, on Company Letterhead, details of the participating company: name and physical address, contact person including a phone and email contact and Uganda Registration Service Bureau (URSB) business registration number or its Equivalent for International Companies.
(iii) Attach a copy of their Certificate of Incorporation

Note: Only pre-qualified companies will receive invitations to submit bids in furtherance of the Call for Tender process.
The pre-qualification Questionnaires and later Call for Tender will be issued via COMPANY’s official e-sourcing system SAP-AIRBA.

Key Responsibilities for Successful Contractors:

  • Perform routine and preventive maintenance on online analyzers and sampling systems to ensure optimal performance.
  • Conduct calibration, troubleshooting, and software updates in line with manufacturer specifications.
  • Provide technical training to COMPANY personnel on analyzer operations and maintenance.
  • Ensure compliance with HSSEQ standards and Uganda’s upstream petroleum regulations.
  • Deliver detailed documentation of maintenance activities and system performance.

Preferred Qualifications:

  • Extensive experience in maintaining Siemens, ABB, or Emerson online analyzers in the oil & gas industry.
  • Certified field engineers with hands-on experience in analyzer calibration and troubleshooting.
  • Strong track record in remote technical support and training delivery.
