JOB DETAILS:
Reporting to the Deputy Governor, this role shall be responsible for leading the acquisition, implementation, operation, administration, and maintenance of Information Technology in the Bank of Uganda (BoU).

Key Responsibilities
• Drive the preparation of the IT Strategic Plan, and ensure that it is aligned to, and supports the Bank's Strategic Plan
• Review progress of implementation of the IT Strategic Plan and ensure that it remains relevant to the needs of the BOU.

• Lead digital transformation initiatives to enhance the bank's operational efficiency and service delivery. Oversee the acquisition, development, implementation and maintenance of BOU IT systems, including financial market infrastructure IT systems hosted by BOU.

• Ensure that BOU IT systems are secure, reliable, scalable and effectively support Bol's operations. Review the annual work-plans and budgets of the departments in the IT Directorate and ensure that they are consistent with the IT Strategic Plan

• Monitor the implementation of annual work-plans, and expenditure from the approved budgets of the departments in the IT Directorate.
• Manage the relationships between IT and other administrative structures in BoU and supervise and co-ordinate activities of the IT directorate and chair IT directorate meetings.
• Oversee the implementation of IT-related projects through line management as chair or member of project steering committees, commission completed projects and review justifications and plans for new IT related projects.

• Ensure that the risk management policies, procedures, technology and practices, particularly those related to information security, are operational and effective within BOU.
• Oversee the preparation of regular IT operational, project, and risk status reports, and their presentation to BOU management and board committees.

• Represent the IT directorate in Bou management and board meetings and advise EXCOM on matters pertaining to information technology and its application to central banking
• Represent BoU in government, financial sector, regional fora and with information technology strategic partners where information technology is of strong relevance.
• Manage the IT human resources through participation in recruitment, conducting performance appraisals, capacity building and deployment.

• Any other duties that may be assigned by the deputy governor or governor.

Personal Specifications
Qualifications
• First class or second class (upper division) in computer science, computer engineering software enging electrical engineering, cyber-security engineering, information systems engineering, data engineering, In technology, information systems or any other closely related field.
• A master's degree in any of the above-mentioned fields.

• Professional certification in any of the following areas, software development, data analytics, business analysis, enterprise architecture, information security management, information systems auditing, system/network/database/cloud administration or any other closely related area.
• Professional certification or post-graduate qualification in Leadership/Management, Governance of IT, IT service management and project management is an added advantage.

Experience
• Fifteen (15) years of professional experience in IT management of which at least eight (8) years must have been at a Senior Management level equivalent to a Head of Department.

Competencies
Technical Competencies
• Demonstrable knowledge and understanding of modern information technology and its management. Demonstrable knowledge and skills in strategic planning and risk management for IT.
• Excellent knowledge and ability to align IT strategies with the central bank's overall goals and regulatory requirements.
• Deep understanding of cybersecurity principles, frameworks (e.g. NIST, ISO 27001), and best practices to protect sensitive financial data. Knowledge of IT infrastructure, including data centers, cloud services, and network management. Familiarity with financial regulations and compliance standards affecting IT systems (eg. Basel IIL GDPR, AML). Proficiency in data management, including data integrity, data quality, and data governance frameworks. Understanding of software Development life cycle (SDLC) methodologies and their application in developing banking applications.
• Expertise in leading complex IT projects, from conception to implementation, using project management methodologies (eg. PMP, Prince2).
• Awareness of emerging technologies like blockchain, artificial intelligence (AI), and their potential impact on banking operations.
