  1. INTRODUCTION

 

The Government of Uganda has received a credit from the International Development Association (IDA) towards the cost of the Agriculture Cluster Development Project (ACDP). The project is designed to: (a) raise both productivity and overall production of maize, beans, cassava, rice and coffee in 12 selected high potential agricultural areas in Uganda termed “clusters;” and (b) improve the effectiveness of the marketing chains for these commodities.

The activities and investments to be supported under the project are organised into four components.

  • Support for Intensification of On-Farm Production of five priority commodities (maize, cassava, beans, rice, and coffee).
  • Value addition and Market access.
  • Policy, Regulatory and Institutional support.
  • Coordination and Management, ICT platform.

Considering the requirements for a strengthened ACDP coordination and implementation, a Project Coordination Unit (PCU) is to be maintained in MAAIF under the office of the Permanent Secretary (PS) to coordinate implementation of ACDP. Financial management plays a vital role in satisfactorily implementing all the required components as planned within the budget. Accordingly, the Ministry seeks to utilize part of the IDA Credit to recruit a qualified and experienced Financial Management Assistant as part of the PCU Team.

Job Purpose:  The objective of this assignment is to ensure that negative environmental impacts of any project activities are mitigated during project implementation. The selected consultant will be required to build capacity within MAAIF and other implementing institutions to ensure that environmental aspects are addressed during design and implementation of project activities. The holder of this position will be responsible for coordinating and leading in the technical supervision, compliance monitoring, and reporting implementation of environmental and social aspects of the project in line with environmental requirements of the Government of Uganda and in conformance with the Environmental Policies and/or Standards of IDA.

Scope of work:

  1. Support the development, maintenance and operation of the Environment and Social Safeguards management system, compliance monitoring system including reporting progress of implementation of Environment Safeguards at MAAIF.
  2. Provide technical guidance to the project, MAAIF and project implementing agencies and other stakeholders on ensuring aspects of Environment compliance measures are implemented and adhered to.
  3. Ensure environmental and social screening of all project activities and prepare applicable environmental management tools (such as for environmental impact assessment, environmental audits, environmental management plans, and pest management plans. This will involve supporting and supervising development of respective ESIAs and IPMPs as in line with guidance in the project ESMF and PMP.
  4. Undertake stakeholder engagement and consultations on all sub-projects and related project activities.
  5. Monitor, Coordinate and Support preparation of periodic project progress reports with adequate input on project performance on environment Safeguards.
  6. Ensure adequate Environment and social safeguards records and documentation are kept (including photographs) of project activities and adequate documentation of stakeholders’ consultations.
  7. Develop guidelines for mainstreaming environment into the project plans and activities.
  8. Preparing and carrying out appropriate environmental awareness among the project activities.
  9. Drawing up strategies for developing and building the safeguards capacity within MAAIF to contribute to good management of environment, including orienting them on the application of the Environment and Social Safeguards Management Framework (ESMF) in the project.
  1. Preparing environmental activity plans and reports for submission to the management and funders.
  2. Set up and operationalize a project Grievance Redress Mechanism in conjunction with the Social Development Specialist.
  • Liaising with IDA Safeguards Specialists, NEMA and other Government Agencies on Environmental Management of the ACDP.
  • Any other duties as may be assigned from time to time.

 

Performance Indicators

  • Environment and Social Safeguards management system and compliance monitoring system developed.
  • Technical guidance to the project, MAAIF and project implementing agencies and other stakeholders on ensuring aspects of Environment compliance measures are implemented and adhered to provided.
  • Environmental and social screening of all project activities and prepare applicable environmental management tools ensured.
  • Applicable environmental management tools (such as for environmental impact assessment, environmental audits, environmental management plans, and pest management plans prepared.
  • Stakeholder engagement and consultations on all sub-projects and related project activities undertaken.
  • Periodic project progress reports with adequate input on project performance on environment Safeguards prepared.
  • Environment and social safeguards records and documentation maintained.
  • Guidelines for mainstreaming environment into the project plans and activities developed.
  • Appropriate environmental awareness among the project activities carried out.
  • Strategies for developing and building the safeguards capacity within MAAIF developed/drawn.
  • Environmental activity plans and reports prepared and submitted.
  • Project Grievance Redress Mechanism developed and operationalized.

 

Educational Qualifications:

  • An honors Bachelor of Science Degree in environmental science, environmental management from a recognized University/Institution.
  • Must have a Postgraduate qualification in Environment related field from recognized University/Institution

 

Experience

  1. Applicant must have a minimum of five (5) years relevant working experience gained from Government or reputable organization with at least 3 years’ experience working in the field of environmental and social impact assessment, audit and / or monitoring.
  2. Applicant should have practical experience in planning, designing and implementation of environment related interventions.
  • Practical Knowledge of Environmental and Social Safeguard added advantage.
