Job Description

The Environmental Health coordinator will hold the overall responsibility for all Environmental Health (EH) activities of the COVID-19 Response in Uganda. These include; risk assessment of proposed health and other sector activities, EH program strategy, COVID-19 infrastructure design and construction, EH staff recruitment, management and capacity building, developing EH guidelines and SOPs and internal as well as external representation and coordination. He/she will work closely with the Health Coordinator and or Health Manager to ensure that COVID-19 triage and isolation facility and all program services meet IRC Infection Prevention and Control (IPC) protocols. The Environmental Health Technical Advisor for the region will be available to provide any technical guidance and support remotely when needed. This position will enter the red zone of the COVID-19 facilities to ensure that all standard protocols are adhered to.

Primary Responsibilities

  • Take overall responsibility for ensuring all IPC measures are in line with IRC COVID-19 policies and procedures
  • Lead EH assessments in collaboration with Health Coordinator, MEAL Manager/Coordinator and other sector Leads.
  • In coordination with EH Manager will recruit, train and capacity build all EH staff. This will include designing recruitment plans and rosters to ensure there are sufficient staff to safely cover all COVID-19 facilities
  • Lead on capacity building and training all IRC staff in COVID-19 IPC policies and procedures
  • Lead on development of EH procurement plans
  • Ensure required supplies for EH activities and program activities are procured in a timely manner and in line with EH procurement plans

Program Implementation

  • Lead on the design of Triage and Isolation facilities, Water supply, excreta disposal and waste management facilities in the health facilities
  • Ensure strict processes and protocols for overall water, hygiene, sanitation and waste management at the Triages and Isolation facilities and where applicable, all other sector program activities.
  • Ensure all program facilities in the Triage and Isolation facilities meet standards; making recommendations on upgrading facilities and procedures as needed
  • Lead on the design and COVID-19 strategy for risk communication and community engagement (RCCE) activities. If required this may be a joint responsibility with the Protection and Health Coordinators
  • In coordination with the Supply Chain Coordinator/Manager, assist in the select and oversee contract management of any contractor for construction of triage and isolation facilities in line with IRCs standards
  • This position will enter the red zone of the Triages and Isolation facilities.

Procurement and Program Supplies

  • Lead on EH COVID-19 IPC materials and supply procurement plan
  • If required, support the Health Coordinator/Manager with Health program IPC materials and supplies
  • Oversee procurement of EH services and supplies
  • Lead on tendering and selection process for any construction contractor

Staff Management and Development

  • Lead on staffing organogram, rosters and hiring plan in coordination with the HR Coordinator
  • With support from EH Manager and HR Coordinator recruit and train auxiliary national staff such Officers, Assistants, Hygienists, Cleaners, laundry staff etc.
  • Lead on capacity building plans for EH team members at Triages and Isolation facilities on infection prevention and control, including waste management
  • With support from EH Manager, train IRC staff in particular Health staff on IPC protocols and procedures
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Provide support to EH Manager/Officers for work plans, time sheets, work and vacation-resting schedules, and setting performance objectives

Grant Monitoring & Reporting

  • Lead on EH technical inputs, including and not limited to; development of narrative, logical and monitoring frameworks and budgets in coordination with program strategy and plans
  • Lead on the design of all required monitoring formats in line with approved monitoring frame work. This will also require training and support to EH staff in their completion
  • Lead on donor progress and final reports on implementation in line with IRC Grant Coordinator/Donor reporting framework
  • Ensure regular field progress, monitoring and modifications reports as required.

Other

  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to Deputy Director of Operations  and IRC management and  liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Qualifications

  • The ideal candidate will have an environmental health background and experience in Implementing water and sanitation for health facilities such as cholera treatment centers and disease-specific treatment units. “Highly desired criteria” include previous work in triages and isolation facilities, highly contagious area or Level 4 biosafety area, experience working on viral hemorrhagic fevers (Ebola, Lassa, Marburg, etc.) and knowledge of infection control and prevention.
  • Qualified Engineer or Public Health Specialist with at least 5 years’ experience in designing health and WASH infrastructure in emergencies during outbreaks (Ebola, cholera etc)
  • Excellent understanding of EH issues in emergency situations and knowledge of humanitarian standards (SPHERE) 
  • Strong leadership, management, planning, analytical, interpersonal, and communication skills;
  • Ability to live and work in stressful environment;
  • Excellent initiator and able to manage multiple tasks.
  • Able to work under pressure and good at timely decision making.
  • Competent in Microsoft Office, Word and Excel and engineering design software (AutoCAD, ArchiCAD, Epanet etc.).
  • Knowledge and/or experience in conflict management, protection, or other related field;
  • Excellent professional approach and strong team building skills.
