Primary Purpose
Under the direct supervision of the Emergency WASH Project Manager, the WASH and Gender Project Officer will provide technical, operational and administrative assistance during the implementation of the Emergency WASH project. S/he will also lead the gender mainstreaming aspect of the WASH project. S/he will prepare, manage and implement a variety of technical and administrative tasks, related to the development program, implementation, monitoring and evaluation of the WASH results. The project will be implemented in Nyakabande Transit Center in Kisoro District and Nakivale Settlement in Isingiro District in response to increased refugee influx from DRC Congo.

Core Job Responsibilities:
Program Administration (50%)
• Support the implementation of the assigned WASH infrastructure project(s) in line with the activity plan and time frame of the relevant project proposal(s) and any applicable national and international guidelines and standards.
• Work with the WASH Project Manager to supervise the quality construction of assigned infrastructures, ensuring good maintenance and sustainable processes, especially by actively involving the local communities and helping establish/set up water committees.

• Facilitate the integration of beneficiary participation and accountability (BA) in all aspects of the project, particularly with regards to gender inclusion.
• In collaboration with the WASH Project Manager, design and implement hygiene promotion activities for refugee communities, and train up hygiene promoters

• Led the assessment and integration of gender mainstreaming into all aspect of the WASH and Hygiene promotion activities

• Ensure appropriate visibility at settlement levels concerning Water Supply & Provision in humanitarian, transitional and development programming.
Compliance (15%)
• Be Responsible for ensuring compliance and adherence to CWS policies, guidance, and procedures in relation to the thematic areas while contributing to the development of policies, strategies, tools, and new approaches with a focus on innovation and piloting.
• Support the WASH Project Manager to ensure the financial and procurement compliance for related construction and WASH activities.
Representation/Engagement (15%)
• Attend coordination and other relevant meetings with authorities, donors, and other stakeholders as requested by the WASH Project Manager or any other person that may be delegated.
Monitoring and Evaluation (15%)
• Support donor reporting
• Support the development, adaptation, testing and mainstreaming of best/good practices in needs assessment, project design, implementation, M & E, and research in Emergency WASH Programming.
Additional Responsibilities (5%)
• Any other duties assigned.

Experience:
• A Minimum of four (4) years of relevant work experience in construction and WASH contexts, preferably in the humanitarian and/or emergency context in Uganda.
• Experience in developing and delivering practical WASH and Hygiene training to partner staff and communities.

• Demonstrated experience in program monitoring and evaluation, writing periodic project reports to institutional donors, including applying data collection tools and methodologies, data analysis, and data presentation.
• Experience mentoring, coaching, facilitating, and training applying adult learning principles and practices.

• Experience working with vulnerable communities and individuals at the grassroots level.
• Experience working with local authorities, external stakeholders, and government.
• Demonstrated experience in project management and budgeting tools.

Skills:
• Solid understanding of cross-cutting issues and related research agenda in WASH Programs in the humanitarian and development contexts.
• Strong analytical and problem-solving skills with capacity to see the big picture with the ability to make sound judgments.

• Excellent relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.
• Computer and IT skills including MS Office, Web Conferencing and CRMs.
• Experience working in a multi-cultural/multi-national environment is required.
• Strong presentation, facilitation, training, mentoring, and coaching skills.
• Excellent written and oral communication skills.
• Proactive, resourceful, and results-oriented.

Education & Certifications:
• Bachelor’s degree in water supply, engineering, hydrology, or related field is required.
• Master’s Degree in any of the above fields or public health is preferred.

Abilities:
• Conduct oneself in a professional and courteous manner and represent a positive image of CWS.
• Work independently as well as function effectively and collaboratively in a team environment.

• Maintain strict confidentiality with CWS Africa administrative and operational information.
• Take short-term and long-term travel to program sites including difficult workstations.

Important Requirements:

Special Requirements:
• COVID Vaccination is a requirement for all successful candidates.
• The candidate should be of good health, willing and able to travel extensively in often difficult conditions and have a high degree of flexibility. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.
• This position requires use of laptops at all time, competence in Microsoft office packages is required.
• This position may require travel in sub-Saharan Africa on short notice and under sometimes difficult conditions to meet demands of a dynamic operational program.
• Background check which includes references and an educational and criminal check is required before the start of employment for International applicants.
• A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel.
• Environmental: Incumbents in this position may be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.
• Full time position.
• All employees should be prepared to work from the CWS office within their location of hire. Remote work arrangements may vary depending on location and the governing rules regarding the COVID-19 pandemic and any other reason that may be communicated by the leadership from time to time.
