On behalf of our client in the Oil and Gas Sector, we are looking for competent, skilled, and experienced Emergency Response Lead to work in Uganda.

MISSIONS / JOB DIMENSIONS
CAPEX Project: The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 4.1 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The role does not have a direct budget function.
Corporate HSE Department: The role will be based within the Corporate HSE Department and will provide functional leadership and subject matter expertise on Emergency Response and Crisis Management for EACOP Limited. The role works with both Project H3SE and the Operations teams to establish and implement the emergency response requirements for the construction and operations phases.

Activities
• Subject Matter expert for Emergency Response, Crisis Management and Business Continuity
• Establish the emergency and crisis response system, supportive infrastructure and tools.

• Prepare and/or maintain the EACOP Emergency Response and Crisis Management Plan and related documentation.
• Plan and implement the emergency response and crisis management program across the Company, ensuring a fully integrated approach between Company, Project and Contractors.

• Provide On-Duty Officer (ODO) role and support as required to meet the response needs.

• Provide Incident Management Team (IMT) and Crisis Management Cell (CMC) support during an incident or crisis.
• Administer the On Duty Officer (ODO) and IMT Duty Schedules.
• Training for Emergency Response personnel at operational, tactical, and strategic levels.
• Development and delivery of Incident & Crisis Management exercises – Tabletops, Simex’s and Major exercises
• Relative Response Team and Evacuee Reception support.
• Work with Project teams to ensure the Company Contractors’ emergency management plans are aligned to Company’s processes.
• Preparation of the Site Emergency Response Plans in readiness for the Operations Phase.
Context and Environment
• The EACOP project is a green field project currently under construction in relatively remote locations across Uganda and Tanzania. The remote locations are key considerations for MEDEVAC and Emergency Response.
• With operations in two countries, two separate regulatory regimes will need to be addressed in the HSE-MS. This context also impacts the emergency response processes.
• The project anticipates the mobilization of ~8,000 to 10,000 personnel - a large multicultural workforce with many people who have a very limited safety culture and risk awareness.
• Numerous stakeholders and heavy focus by NGOs create a complex context. Project will need to be developed in accordance with IFC standards and the Equator 4 Principles to secure the necessary financing.
• Several risks related to the location including remote working, significant transport & road risk, malaria, etc. Job Location: The position is based at the EACOP Ltd Office in Kampala (Uganda) with frequent travel to the Dar es Salaam Office (Tanzania) and to the worksites located in both Uganda and Tanzania.
Accountabilities
• Support the Health, Safety & Emergency Response Manager to establish the Emergency Response & Crisis Management function.
• Responsibility for delivery of all aspects for Emergency, Incident and Crisis response, including Business Continuity
• Prepare the required Plans and Procedures as required for the EACOP HSE management system.
• Develop the processes and tools required for the implementation of the Emergency Response & Crisis Management Plan and its associated documentation.
• Conduct training and exercise for the effective execution of the required Emergency Response roles
• Administer the EACOP On-Duty process for effective call out of response personnel.
• Represents EACOP on matters related to Emergency & Crisis Management with external stakeholders as assigned; establish contact and maintain a good coordination with the Ugandan and Tanzanian authorities.

Qualifications and Required Experience
Professional experience:
• Degree qualified or equivalent formal qualification in a recognized discipline (Security and Risk, Emergency and Crisis Management).
• Minimum 10 years of experience in emergency management related field. Experience in Oil & Gas Industry and/or large-scale projects is essential.

Technical competencies:
• International experience in developing Emergency Response Plans and systems, to include the Emergency Response & Crisis Management Plans, Business Continuity Plans, Oil Spill Contingency Plan and Medevac Plans
• Breadth of understanding of the application of the core principles of command, control, co-ordination as they apply to emergency response in an oil and gas industry related setting.
• Proven experience in Emergency Response, Crisis Management and Business Continuity is key. Previous training in Major Incident Management (IMS 300) is essential.
Behavioural competencies:
• Ability to work in a multi-cultural business setting; Excellent interpersonal and communication skills essential
• Proven leadership, influencing and ability to create positive relations with senior management, peers and all stakeholders, including regulatory authorities.
Fluent in English:
• Fluent in written and spoken English
