Job Purpose:
The Director Monitoring, Evaluation and Learning is responsible for developing and implementing the project's MEAL Strategy, in accordance with MJAP, USAID, and International best practice. The MEAL Director will work closely with the COP and technical staff to ensure that relevant data is collected, analysed, and used to inform management, design decision, provide project updates, and support the monitoring, evaluation and learning agenda. This position oversees LPHS-EC's development and management of systems to measure and document program process, learning, outputs and impact results by routinely and systematically collecting and analysing program data and presenting program results to project staff, and donors.

Specific Responsibilities:
Project M&E systems

1. Develop, manage, and implement a monitoring and evaluation strategy for the project, including a system across all project components that leverages qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate impact, as well as support collaboration, learning, and adaptation.
2. Coordinate and work with other project staff to manage a robust M&E system, identify and monitor key program activities to document results and ensure the integration of those results into Uganda's Health System's decision-management processes.
3. Lead in the development and review of the project's Monitoring, Evaluation and Learning Plan (MELP).
4. Support the supervised teams to conduct frequent and routine data verification and quality assessment exercises of the project and ensure coordination and linking of data reporting with technical strategy discussions.
5. On a regular basis, prepare and ensure timely submission of project performance monitoring plans, including developing and defining program indicators and sources of data, as well as contributing to annual work plans, quarterly and annual reports and other project documents.
6. Track project monitoring indicators for all (or specified) project health component activities and periodically provide data to the project's Senior Management Team. Document progress on outcome level indicators attributable to project interventions at appropriate geographical levels including community level indicators. Train, supervise and mentor the project's MEAL team. Reinforce or build their capacities on data collection, quality assurance, analysis, interpretation, and use. Direct knowledge management and documentation, and communicate information obtained through MEAL activities to program staff, and external stakeholders, including USAID, to enable informed decision making with emphasis on dissemination and lessons learnt.
7. Provide technical and coordination support to M&E team to effectively and routinely support the Cluster project and different service delivery points i.e. health facilities and community centres.
8. Conduct regular visits to project sites to provide on-site technical assistance and ensure proper monitoring of project activities.
9. Advise project COP and senior management team on trends for various performance indicators, as well schedules for project deliverables as per prescribed timelines.
10. Track district-level and facility-level performance through focal technical staff, Cluster teams, and M&E team

Government HMIS strengthening.

1. Support the M&E team to provide technical and coordination support to district, facility, and community teams to collect, analyse, and report service delivery and program data and improve the accuracy and completeness of their records and data effectively and routinely.
2. Ensure that all stakeholders in the collection and management of the data to be used by the project have a clear understanding of the results framework, indicators and the data collection tools.
3. Regularly review data collection processes, perform data quality assessments, and adjust as needed.
4. Develop and ensure compliance with procedures for collection and reporting of project performance data to provide quality and timely data.

Minimum Qualifications

1. Master's Degree in Medicine Statistics, Public Health, Epidemiology, Evaluation research, Statistics, or a relevant field.
2. At least ten (10) years of relevant professional experience in leading M&E processes, quality improvement and Knowledge Management preferably for USAID Experience with improving performance in Health Systems Strengthening, HIV/ AIDS, malaria, family planning, maternal, new-born and child health, or nutrition is desirable.
3. Demonstrated expertise in performance management and linking data to improvement.
4. Experience with managing complex data sets, including supervising data analysis and reporting, and design of creative data visualization tools.
5. Ability to utilize statistical software systems such as SPSS or STATA. Ability to use and mainstream ODK based mobile data collection software, such as Kobo Collect and CommCare.
6. Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders and experience working with USAID-funded programs
7. Ability to travel in country.
8. Demonstrated team player and experience with staff supervision.
