Job Summary

To provide professional and technical leadership and coordinate Network, Audio-Visual, IT Infrastructure Management, Information Services and ICT Service Desk teams in line with the University Strategic Plan

Must be a Ugandan citizen who possesses the following:
a) Master‟s Degree in any of the following disciplines: Information Technology, Computer Science, Computer Engineering, Software Engineering, Telecommunication Engineering.
b) Bachelor‟s Degree in any of the following disciplines: Information Technology, Computer Science, Computer Engineering, Software Engineering, Telecommunication Engineering.
c) Demonstrable hands-on Linux systems installation, configuration and management experience or professional certification in Linux system administration and configuration.
d) Demonstrable hands-on configuration experience in any of the following ICT spectrum (Microsoft Server 2016, Microsoft Windows 7-10, Office 365, Open-source network monitoring tools such as Cacti, Nagios, Isinga2, Zabbix etc., Open Source Network Access Control (NAC) tools such as OpenNAC, PacketFence, FreeNAC etc., Enterprise wireless network, Network Routing and Switching, Firewalls, Microsoft Hyper-V server and services, Content Management Systems such as WordPress, Joomla etc.).
e) Possession of at least any of the following ICT professional certification: Cisco Certified Network Professional, (CCNP), Cisco Certified Network Associate (CCNA), Microsoft Certified Solutions Expert (MCSE), Microsoft Certified Solution Associate (MCSA), Microsoft Certified Solutions Developer (MCSD), Oracle Certified Database Administrator (OCDBA), Microsoft Certified Databases Administrator (MCDBA), Information Technology Infrastructure Library (ITIL), Prince2, Certified Data Centre Management Professional (CDCMP), Microsoft Certified IT Professional (MCITP), 28 Certified Cloud Security Professional (CCSP) or any other relevant professional certification in the area of Network Security, Website Development etc. from a recognized institution.
f) A minimum of eight (8) years‟ experience in relevant work and five (5) years of which should have been at senior level management in a related field. g) Member of an ICT professional body.
h) Excellent interpersonal skills with ability to communicate with a wide variety of stakeholders, including internal and external colleagues, students, and other stakeholders.
i) Customer-focused and committed to the delivery of excellent customer service.
j) Strong leadership skills with resilience and a proven ability to lead, motivate, coach, and develop staff.
k) A commitment to teamwork and leading change, and a demonstrated ability to manage resources effectively, whether human or physical.

 

Responsibilities

a) The develops and delivers ICT Services, in accordance with agreed service levels and performance standards, industry best practices and in alignment with the University‟s objectives and national strategic initiatives.

b) Controls and manages ICT budgets and capital expenditure, ensuring expenditure within the ICT function is appropriately managed, based on lean management principles, quality of service commitment and performance management.
c) Provides ICT technical guidance on the negotiation, procurement and supply of ICT goods and services to the University in conjunction with the procurement, finance and legal professionals at the University.
d) Oversees all management matters within the ICT function.
e) Ensures that effective ICT provisions are in place to support the needs of the University.
f) Continuously reviews ICT Infrastructure, making capacity recommendations for improvement of local ICT Systems in support of ongoing business operations & future requirements.
g) Provides additional backstopping support and a technical point of escalation for all unresolved local ICT issues.
h) Reviews, develops and maintains ICT strategies, policies, guidelines and standard operating procedures that ensure the University is prepared for changes in the nature of its businesses.
i) Manages risks by monitoring and regularly reporting on key performance indicators and management processes within areas of responsibility and taking appropriate actions to achieve improved service delivery and business objectives.
j) Performs any other duty as may be assigned from time to time.

Required relevant work experience: 7 years
