JOB DETAILS:
General Overview:
The Director Financial Management & Operations will lead all aspects of the project's financial, administrative, human resources, operations, and IT management. The role ensures that the project aligns with USAID and PEPFAR regulations and effectively achieves its goals by implementing strategic and operational systems.
The position is part of USAID’s Local Partner Health Services – Kigezi & Lango project, focusing on delivering integrated HIV/AIDS and TB services across nine districts in Uganda's Lango sub-region.
Key Responsibilities:
Strategic Leadership:
• Provide leadership to finance and operational teams, ensuring regional cohesion.
• Collaborate with the Project Director, JCRC staff, and USAID representatives to allocate, monitor, and report resources effectively.
Financial and Administrative Management:
• Oversee project budget preparation, monitoring, and reporting.
• Manage financial functions, including accounting, tax compliance, financial reporting, and audits.
• Ensure compliance with USAID and PEPFAR policies and establish effective internal controls.
• Develop and implement financial policies, operational procedures, and donor-compliant systems.
• Monitor project expenses to ensure adherence to budgets and donor regulations.
Operational Oversight:
• Supervise human resources, procurement, IT, office management, and logistics.
• Lead and support risk management initiatives and process improvement plans.
• Ensure compliance with local laws and USAID requirements.
Capacity Building:
• Train, mentor, and build the capacity of the finance and administrative team.
• Develop process improvement plans for better financial and operational controls.
Coordination and Collaboration:
• Collaborate with consortium members, contractors, and USAID staff for seamless operations.
• Participate in planning and coordination meetings to ensure program implementation.
Required Knowledge, Skills, and Experience:
Education and Certification:
• Master’s degree in Business, Finance, Accounting, or a related field with a major in Accounting and Finance.
• Professional certification (e.g., CPA, ACCA) up to Level 3.
Experience:
• 8–12 years of progressive professional experience in finance, operations, administration, and HR within international development projects of similar scope.
• At least 5 years at a senior management level.
• Experience in managing USAID-funded programs.
• Proven expertise in risk management, internal controls, and donor compliance systems.
Skills:
• Strong leadership, organizational, and decision-making skills.
• Proficiency in financial and project management systems.
• Exceptional communication skills, both written and oral.
• Experience in fundraising, proposal writing, and resource mobilization.
• Analytical skills with proven problem-solving ability.
• Demonstrated ability to mentor and develop staff.
