Experience and Other requirements:
• 10 years’ experience, atleast two (2) of which are at Head of Department or Manager level
• Analytical, Interpersonal skills, Report writing, Communication skills.
• Must be knowledgeable in the use of computer applications
• Proven leadership skills
• Objectivity and independence
• Possess the ability to work as a team.
• Analytical, interpersonal and change management skills
Qualifications:
• Master’s Degree in Public Administration and Management, Business Administration, or Financial Management.
• Post Graduate Diploma in Law, Public Administration and Management, Human Resource Management, Project Planning and Management, Business Administration or relevant field.
• An Honor’s degree in; Human Resources Management, Organisational Psychology, SWASA, Social Sciences, Law, Business Administration, Commerce or relevant field
Duties and Responsibilities:
1. Develop institutional and organizational development programmes.
2. Initiate and develop new policies for areas of responsibility.
3. Lead and provide strategic oversight/management of the Human Resource, Finance, Procurement and Administration functions.
4. Oversee the management of the administrative services including property management, transport and fleet management services and overall general administration.
5. Direct the Bureau’s management of financial and operational systems, procedures and controls.
6. Implement and monitor adherence by all staff to established corporate policies, regulations and guidelines and promote sound ethical standards in the Bureau.
7. Analyze, measure the achievement of strategy and initiate remedial action for areas of responsibility.
8. Spearhead and drive performance management in the UBOS.
9. Review, collate and present the Directorates, budget, workplan, procurement, training and recruitment plans.
10. Monitor budget implementation, management and accountability of organizational resources for areas of responsibility.
11. Prepare and present monthly, quarterly and regular Directorate performance reports.
12. Monitor performance, coach and mentor the Heads of Departments under the areas of responsibility, and participate in the recruitment of staff in collaboration with Human Resources
13. Prepare accountability of resources received.
14. Perform any other duties as may be assigned from time to time.
