JOB DETAILS:
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is owned by the Federal Republic of Germany and implements commissions for the German government and other national and international, public and private sector clients within the framework of the international cooperation between the Federal Republic of Germany and the Government of Uganda. The GIZ Energy and Climate Programme/ Cluster in Uganda, supports the Ugandan Government, through the Ministry of Energy and Mineral Development (MEMD), to promote use of renewable energy and energy efficient technologies and practices, increase access to clean energy, enhance sustainable use of natural resources, as well as to implement climate friendly policies. Programme/ Cluster activities are carried out under different commissions or projects funded/commissioned by various donors and co-funded by the German Federal Government.
On behalf of the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ will implement the project “Sustainable Development of the Mining Sector”.
The project seeks to contribute to the EU's implementation of the Critical Raw Materials Act by fostering international trade partnerships, diversifying investments, and promoting stability through the EU Global Gateway strategy. It also aligns with and supports Uganda’s national development strategy for the mining sector to promote investment and further enhance private sector driven growth, ensuring a positive impact on economic and social development. The project will implement interventions focusing on 1) promotion of international and domestic investments into the mining sector; 2) supporting formalisation of the artisanal mining sector, 3) strengthening capacities for mineral processing and value addition, and 4) enhancing the capacities of relevant authorities to exercise their oversight function and 5) increase application of responsible sourcing standards in the mining sector. The project will be implemented as part of the regional programme “Cooperation for peace, security and responsible natural resource governance in the Great Lakes Region of Africa.

Knowledge, skills and competences
• Very good understanding of digital government, data governance frameworks incl. data protection, IT security and data sharing, as well as of digitalization challenges of public administrations.
• Proven skills and experience in networking and fostering partnerships. An existing network in digital government in Uganda, and/or internationally is an asset.
• Knowledge of the Ugandan legal and policy frameworks on privacy, data governance and IT security are considered a strong advantage.
Responsibilities
A. Key Responsibilities
The Digitalisation Advisor will be responsible for:
• Plan, manage and give technical advice on digitalisation activities for the project (mining-sector licence management, monitoring and compliance management, traceability, system integration).
• Support the DGSM in the roll-out of IT solutions for the mining sector.
• Develop and foster partnerships with governmental and other relevant actors in the field of digital governance.
• Support the implementation of trainings and other capacity development measures for government stakeholders on digital governance topics.
• Work with project teams to ensure that solutions are effectively integrated into existing systems, processes and infrastructure.
• Effectively manage a network of local and regional project partners as well as steering of consultants and other service providers.
• Support planning, procurement processes, financial management and monitoring of the project activities.
• Contribute actively to reports (regular and ad-hoc), PR materials, and other related tasks to reporting and communication.
B. Specific Tasks
The Digitalisation Advisor performs the following tasks:
Project management, Partnerships and Network Management:
• Actively support project planning for strengthening of the mining sector oversight.
• Plan and manage project according to recognized project management methodologies.
• Prepare and manage consultancy assignments and financing agreements and monitor service providers in completing their tasks.
• Support in monitoring and evaluation (M&E) of project activities, and reporting.
• Manage meetings and events with partners, service providers and other relevant stakeholders (preparation, implementation, follow-up).
• Support knowledge management and public relation of the programme, including documentation of lessons learnt, best practices, case studies and success stories.
• Support progress updates to BMZ, EU and other stakeholders.
• Organise workshops to design implementing options for ICT building blocks.
• Preparation of contracts, including Terms of Reference and other project documents
• Management of subcontractors and supervision consultancies and studies.
• Ensure effective monitoring and evaluation of activities.
• Support in the field of communication, public relations, preparation of fact sheets, including social media and newsletters.
• Support planning, procurement processes, financial management and monitoring of the project activities.
• Facilitate administrative and logistical procedures for activities in coordination with the GIZ administration team.
Technical Advisory:
• Coordinate the IT design and implementation of innovative ICT projects.
• Facilitate system design and architecture workshops.
• Documenting and coordinating the implementation of an architecture together with a team of contracted developers.
• Lead the IT design of solutions, working closely with project teams to identify user requirements, business needs and match them to IT infrastructure.
• Conduct market research and analysis to identify new solutions and emerging technologies that can be leveraged to support project objectives.
• Work with project teams to ensure that solutions are effectively integrated into existing systems and processes.
• Provide guidance and support to project team members on IT architecture activities.
• Contribute to the scaling of best practices from Uganda to other countries in Africa.
Other Duties/Additional Tasks
• Actively promotes synergies between the GIZ Great Lakes Cluster, the GIZ Uganda Energy and Climate Cluster and/or other units.
• Participates in relevant GIZ Sector Network meetings.
• Perform other duties and tasks at the request of management.
Qualifications
• Bachelor's degree in STEM (Science, Technology, Engineering, and Mathematics) field.
• Certification as Project Management Professional (PMI), scrum master, or similar is a plus.
Details of experience
• 5 years of work experience in digitalization and/or public administration.
• Proven experience in project management (conceptualisation, planning, coordination, steering, monitoring).
• Proven experience in IT technology advisory to a team (conceptualisation, architecture, delivery standards, software engineering).
• Experience in working with and/or advising government institutions on digital topics; a focus on public service delivery is desirable.
• Work experience in development cooperation is desired.
• Proven experience as product owner and technical IT advisor in professional context.
