Description
RTI International is currently accepting applications for a Deputy Chief of Party (COP) for a current governance project funded by the United Kingdom’s Department for International Development (DFID) and an anticipated USAID-funded governance support activity in Uganda to strengthen democratic governance and accountability systems and enhance their responsiveness to citizen needs, increase citizen participation in government decision making to improve service delivery, and enhance public trust. This position will be a full-time role based in Uganda.

Working alongside global partners, public institutions, the private sector, and civil society, we help build more effective, accountable, and responsive institutions and policies at the national, regional, and local levels of government.
Description
The DCOP will report to the Chief of Party (COP). He/she will be responsible for, in collaboration with the COP, the overall operational and administrative management of the project as well as technical support as needed. Candidates should possess strong management, finance and administrative skills and a keen understanding of the operating environment in Uganda. In addition, the candidate should have a strong understanding and experience working in the democracy, human rights and governance sector in Uganda.
Duties and Responsibilities
- Provide leadership and direction on project operations, procurement, communications, human resources, and security.
- Ensure effective operation support for the successful development, implementation, and monitoring of the work plan.
- Manage, supervise, and mentor the program’s operational, administrative, security, and support staff.
- Serve as a key member of the project senior leadership team.
- Liaise regularly with COP and senior technical staff on operations, management and decision-making.
- Work closely with the COP, technical staff, pertinent RTI regional and home office staff and appropriate DFID and USAID staff when necessary to ensure project resources are effectively and efficiently budgeted, analysed, disbursed, monitored and reported in achieving project objectives.
- Assist the COP with technical deliverables and technical team supervision as requested.
- Provide technical support and oversight to the project as needed and delegated by the COP.
- Interface with DFID and USAID and other counterparts regarding the overall direction of the project in the absence of the COP.
- Establish and maintain cooperative relationships with key stakeholders, including government counterparts, grantees, and implementing partners as delegated by the COP.
Qualifications, Knowledge, Skills and Abilities
- Advanced degree in management, public administration, finance or other relevant field, or equivalent experience and certifications and a minimum of 9 years’ experience in management of development assistance programs.
- Previous experience with USAID-funded programs, and fluency with USAID policies and procedures related to procurement, finance and operations. Experience with DFID-funded programming, in additional to USAID-funded programming, is strongly preferred.
- Experience overseeing the finance and operations of a complicated DFID, USAID or other donor funded project in Uganda.
- Excellent track record of good interpersonal, supervision, leadership and managerial skills.
- Verbal and written fluency in English, along with strong communications, interpersonal and presentation skills.
- Demonstrated team player with effective cross-cultural interpersonal skills; able to develop and communicate a common vision among diverse partners and lead multidisciplinary teams.
- Proven experience navigating complex and high-pressure operating environments.
- Demonstrated ability to establish and sustain interpersonal and professional relationships with different donors, civil society organizations and host country government counterparts.
- Ability to support the COP to resolve sensitive and complicated work issues with senior-level staff, high-level country counterparts, donor representatives, and other project stakeholders.
- Experience representing a project or organization in the absence of the COP to high level Ugandan officials, USAID, DFID and/or other donors.
- Experience implementing projects focused on national and local governance programming in Uganda preferred.
- Familiarity with problem-driven iterative adaptation, applied political economy analysis, adaptive management, governance, decentralization, institutional capacity building, and related approaches. Experience working on these topics in Uganda strongly preferred.
- Ability and willingness to travel frequently within Uganda.
