We are hiring! Johns Hopkins Center for Communication Programs (CCP) is currently recruiting for a Deputy Chief of Party for an upcoming five year USAID-funded Social and Behavior Change (SBC) project in Uganda.

Job Summary:

The Deputy Chief of Party (DCOP) shall provide support to implement the overall strategic leadership and play a vital role in supporting the Chief of Party (COP) for oversight to a large five-year USAID funded social and behavior change project in Uganda, pending funding confirmation. She/he shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills and professional relationships to fulfill the requirements of the activity. In supporting the COP in rolling out the mission of this activity, experience interacting with host country government agencies including local governments, development partners, the private sector, and civil society organizations to address social and behavior change (SBC) issues in the health sector is essential. The DCOP will be required to travel in Uganda, and internationally, as needed.

Key Duties and Responsibilities:

Program management

  • Support COP in project management, operations, and oversight
  • Facilitate project coordination across health areas and across sectors
  • Oversee the sub-grants program, providing technical and financial oversight to Grantees
  • Oversee consultant activities, ensuring statement of work, contract and deliverables are in place
  • Initiate, track and monitor procurements, contracts, work plans and other administrative and programmatic documents
  • Oversee and work closely with finance and administrative staff to ensure timely and compliant spending
  • Maintain frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
  • Lead engagement with internal and external partners
  • Ensure adherence to Johns Hopkins University (JHU), Center for Communication Programs (CCP), and donor rules, regulations and policies

Staff supervision

  • Supervise, mentor and coach staff independently
  • Orient and train new staff members
  • Conduct regular (at least quarterly) check ins and annual performance reviews with all supervisees
  • Identify and recommend appropriate professional development opportunities for staff
  • Provide coaching and mentoring to promote continued growth and improvement among supervisees and other staff
  • Oversee and ensure the quality of work produced by staff or team
  • Manage group work and effective team functioning independently; includes identifying and filling staffing gaps and independent contractor identification and hiring
  • Operate with compliance to all JHU supervisory policy

Technical work

  • Lead production and finalization of documents, work plans, reports, and/or presentations for external audiences, including the donor, including being the main writer and comp compiling all necessary information from regional offices and technical leads
  • Demonstrate technical expertise in relevant technical areas (i.e. SBC, knowledge management, health areas, etc.)
  • Demonstrate high level technical communication, including writing reports, creating and giving presentations, and facilitating trainings or group discussions
  • Lead the Collaboration, Learning, and Adaptation (CLA) agenda for the project

Professional and Organizational Growth

  • Initiate and lead project-wide initiatives, independently
  • Represent CCP at relevant external meetings and events, including delivering technical presentations, networking, relationship building, and initiate and follow through with opportunities for collaboration
  • Stay abreast of technical updates and share them with all staff members
  • Professionally engage and collaborate with other projects
  • Recognize and address factors that might strategically impact the project, and propose solutions to appropriate staff members
  • Proactively seek opportunities to expand leadership and management skills
  • Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths and areas for improvement in your current position, and establish professional goals

Qualifications, Skills and Experience:

  • Minimum of ten (10) years’ experience in managing and providing technical support and capacity building to large complex international projects with significant SBC components. Preference will be given to those with considerable working experience in social behavior change.
  • A Master’s degree in a relevant field or Bachelor’s degree in a relevant field with a minimum of 5 years’ experience additional to the ten (10) years’ experience above.
  • A senior technical expert in at least one of these technical areas (FP/RH; HIV/AIDS, MCH, Malaria, Nutrition), gender and youth; with sufficient understanding of all these areas to direct integrated, collaboration and coordination efforts.
  • Working knowledge of and/or experience with US Government-funded program management, policies, regulations, and procedures is desirable.
  • Proven record of leadership in the management of SBC programs and experience leading projects across a range of intervention types and/or health areas.
  • Ugandan national.
  • Excellent past performance references.

Knowledge, Skills and Abilities:

  • Demonstrated leadership skills in working collaboratively and effectively engaging with other donors, host country institutions, and international organizations.
  • Demonstrated capacity in managing for results.
  • Demonstrated knowledge of the latest developments in advancing good/best practices in social behavior change.
  • Demonstrated experience in social sciences, public health and senior-level management position and experience leading large and complex SBC focused projects.
  • High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
  • Excellent skills and experience in collaborative working relationships with senior level government leadership.
  • Excellent organizational, analytical and oral and written communication skills in English.
