Job Title : Database Administrator
Duty Station : MOES Headquarters
Job Reference : DA-01

Purpose of the Job
To maintain the availability, performance, security, and integrity of the EMIS database systems.

Key Duties and Responsibilities
The main responsibilities and duties of the Database Administrator are:
• To Maintain data standards, including adherence to the Data Protection Act;
• To ensure that the physical database design is aligned with the EMIS specifications and requirements.
• To Monitor database performance, tuning and problem solution;
• To Reorganize data structures as needed and initiating vendor support,
• Attending to users' access requirements and resolving their problems;
• To ensure uptime and availability of the database outside of scheduled down time maintenance
• To Review and troubleshoot database error logs and system logs affecting the database
• To provide data migration services between databases in staging, production, and development environments
• Monitoring and running end of day operations;
• Providing assistance in database design, and standards and recommend optimal criteria;
• Any other duties as assigned from time to time

Qualifications, Skills and Experience

• Applicants should be Ugandans holding an Honors Bachelor's Degree in Information Technology; or Information Science / Systems; or Computer Science; or Software Engineering from a recognized University/Institution.
• Should have a minimum of 3 years of working experience in a similar role in Government or reputable private sector organization.
• Practical experience as a DBA maintaining relational database systems such as PostgreSQL, MySQL, Oracle, SqlServer etc.
• Strong working experience with Structured Query Language (SQL)
• Familiarity with Systems Development Lifecycle methodology and AGILE methodology.
• Working experience in Linux and Windows system administration at command line interface level e.g., copying/moving files, setting up batch processes, using native operating system text editors, searching and pattern matching etc.
• Familiarity with DevOps and cloud implementations like Google Cloud, AWS EC2 or Digital Ocean
• h) Practical experience in data modeling and business process modeling using software engineering tools such as Navicat, CA Erwin, PowerDesigner etc.
• Practical experience implementing relational databases such as PostgreSQL, MySQL, Oracle, SqlServer etc.
