About CSJ Program:
Climate Smart Jobs (CSJ) Component 1 is a four-year programme funded by the UK’s International Climate Fund. It consists of three sub-components: 1A – Market Systems Development, 1B – Uganda Climate Innovation Fund, and 1C -Ecosystems Services. Component 1 seeks to sustainably increase agricultural productivity and ultimately improve the incomes of smallholder farmers (particularly women, refugees, and host communities). CSJ understands that smallholder farmers (SHFs) are extremely vulnerable to the effects of climate change (particularly extreme weather events) and face numerous constraints. Mitigating these effects is central to the programme’s approach.
Background to the Assignment
CSJ’s Evaluation Research and Learning (ERL) has planned a series of outcome / impact surveys and deep dive studies to support the programme’s adaptive management towards its goals. To execute these tasks, Data Collector are required to be available on-call. The flexibility to deliver high quality work under time pressure will be critical for the required Data Collectors as CSJ steps up its work.
Job Summary: CSJ requires the services of suitably qualified and experienced Consultants to provide technical expertise and guidance, on a call-down basis, to support the programme in the collection of baseline, evaluation, and research data from survey respondents, as well as other data-gathering duties as assigned.
Key Duties and Responsibilities: The preferred Consultants will deliver the following responsibilities:
- Assist CSJ in the collection of high-quality baseline, evaluation, and research data from survey respondents as well as other data-gathering duties as assigned.
- Ensure that standard data collection quality assurance mechanisms instituted by Palladium are followed.
- In conjunction with CSJ programme and partner staff, assist with data collection activities (for both quantitative & qualitative data asks) within selected or sampled sites in northern Uganda (NU).
- Accurately record data provided by respondents using mobile data collection applications OR any other appropriate tool as provided.
- Upload the data in the CSJ’s Management Information System.
- In cases where physical copies / templates are used, submit fully filled tool to ERL designated personnel during the survey.
- Provide concise and accurate feedback to CSJ staff when being debriefed on the quality and success of the interviews.
- Proper use and custody of activity asset (phones / tablets, etc), ensure that these are safely maintained and returned to the supervisor at the end of the task assigned.
- Spend and account for project resources received in line with expense guidelines and templates shared.
- Any other duties as assigned from time to time.

- Field reports
Qualifications, Skills and Experience:
- Bachelor’s degree or a Diploma in any development related subject. Individuals in their final years of education are also encouraged to apply.
- Good understanding of NU and the Refugee locations in the region.
- Strong reading and writing skills in English. Fluency in one or more of the following languages is a MUST – Lugbara, Alur,
- Acholi, Lango, Madi, Arabic, kuku, Dinka or any of the local languages in Northern Region and Refugee settlements in selected locations.
- Experience in using smart phones/tablets for data collection and submission.

Assignment Timeline
The Data Collectors will be contracted on a call-down basis for a period of 12 months from the 1st of June 2025.
