Description

Child Restoration Outreach (CRO) is a Christian founded and registered Non-Government Organization- S5914/667, established in 1992 with a national perspective, and its Head Offices in Mbale Municipality located in Eastern Uganda. Currently CRO operates in four branches: Mbale, Jinja, Masaka and Lira. It has, since inception, impacted the lives of approximately over 7,000 street children and young people through rehabilitation, reintegration in families, provision of vocational skills, formal education in primary, secondary, tertiary schools and higher institutes of learning.
CRO works with the People’s Institutions to prevent more children from coming on the streets and to support children already on the streets with rehabilitation, reintegration, and education.

The Vision of CRO is “Children formerly living on the streets holistically transformed into productive and responsible persons in the society”. The Mission is “To rebuild the lives of children on the street, restore and reconcile them with God and with their families, empowering them to become productive”.

POSITION: COUNTRY DIRECTOR (1)
REPORT TO: BOARD OF DIRECTORS
RESPONSIBLE FOR: Program Managers; Finance Officers; Program Officers; ICT Officer; M&E Officer. LOCATION: HEAD OFFICE-MBALE MUNICIPALITY
Position Role:
The role provides inspirational/vision, leadership, management, and effective high-level national representation for CRO.
Lead the design, development, and implementation of Programmes; Direct the Organization and its Branches/Operations Centres with effective and efficient operating structures and systems and ensure the availability of resources for implementation of the organization’s Programmes. .

Key Activities & Responsibilities
Strategy Development and Implementation
• Provide leadership in shaping Organizational strategic direction, identifying, and diffusing bottlenecks in the delivery of the Organization’s mandate.
• Lead the formulation, implementation, monitoring and evaluation of CRO’s Strategy in order to determine the direction of development for CRO and its Branches.
• Ensure all CRO’s Programme activities are sensitive to and responsive to changes in the political, social, and economic environments.
Organizational Representation
• Ensure effective high-level national representation for CRO in a variety of forums and maintain external relationships within a diverse range of stakeholders in the sector including national government, key national and international NGOs, donors academic, social movements, CBO’s, media and other relevant institutions
• Providing secretariat and ensuring effective support to the National Board of Trustees
Fundraising & Donor Relations
• Guide the fundraising function of CRO to ensure adequate resources are mobilized to sustain its operations and diversify CRO’s resource base.
• Ensure that donor servicing and compliance is effectively done.
• Ensure that information and submission of reports to the Board of Directors and to donors/funders is flawless.
• Establish and develop working relationships with key donors and actively develop funding sources appropriate to CRO’s resource needs.
• Ensure timely and efficient donor contract management and fulfilling donor obligations.
People Management
• Plan and facilitate platforms and events that encourage shared learning and team building.
• Create an enabling environment for innovation and performance excellence for staff.
• Set and ensure performance targets for Supervisees are achieved.
• Maintain effective and appropriate staff recruitment, induction, appraisal, and remuneration and development policies and practices at all levels to ensure the optimum utilization and development of CRO’s Human Resources;
Operations & Finance Management
• Ensure that financial and other Organizational resources are harnessed and deployed in a manner that best advances the values, mission, and vision of CRO.
• Ensure mutual accountability between CRO and related stakeholders with the establishment of all organizational processes, systems, and policy to ensure the effectiveness.
• Maintain an efficient internal control framework to ensure that CRO has a well-balanced, well documented, and cost-effective programme.
Partnership Management and Development
• Manage and encourage the co-operative relationships established with various stakeholders and partners in the country and ensure that these joint initiatives conform to programme objectives and strengthen the profile of CRO.
• Lead the development and implementation of country-specific guidelines for the management of partnerships in line with the strategy and other relevant organizational policies.

Education
• Master’s in Business Administration or in any other field of Humanities

Experience:
• Ten (10) to Twelve (12) years related NGO management experience, Five (5) years of which MUST be at Senior Management Level..

Essential knowledge and skills
• Sound and up to date knowledge of development concepts, methodologies and techniques including demonstrated expertise in development fields.
• Experiences working with social constituencies like children, youths, women, and their rights.
• Excellent negotiation and communication skills, including demonstrated ability to handle sensitive diplomatic and Government level negotiations on matters affecting CRO’s programs.
• Sound awareness of the political, social, economic, and historic environment in which CRO’s Programs are operating at both national and community levels.
• Strong leadership and Management skills.
• Strong analytical/ Problem solving, and management of crisis, conflict, and risk

Desirable Knowledge, Experience and Skills
• Project Management Skills
• Experience of working with Children, Youths and Women’s led rights Institutions, &Knowledge of the operating context.
• Experience on Organizational Change Management Processes
