Job Description/Requirements

The USAID Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity is a five-year Activity implemented by DT Global. The goal of the Activity is for key national level Ministries, Departments and Agencies (MDAs), and industry apex organizations (IAOs) that are vital to driving inclusive agriculture-led economic growth to fulfill their mandate, leading to pathways to prosperity, improved resilience, and better nutrition for the people of Uganda.

The purpose of the Activity is to improve the performance and structures of MDAs and IAOs.

Uganda is implementing the National Development Plan III (NDP III) (2020/21 - 2024/25), which is the third in a series of six NDPs that will guide the nation in delivering the aspirations articulated in Uganda Vision 2040. The NDPIII goal is “increased household incomes and improved quality of life”. This is in line with Uganda Vision 2040, EAC Vision 2050, Africa Agenda 2063 and the Sustainable Development Goals (SDGs).

The lack of effective policy implementation is a major challenge to Uganda's development. It hinders progress on a range of issues, including poverty reduction, health, education, and environmental protection. To achieve its Vision 2040, Uganda adopted the National Development Plan (NDP) framework. The End-term Review of the NDP II revealed that only 50% of its targets were achieved, while the mid-term Review of the current NDP III revealed that only 17% of the targets have been achieved so far. This was largely attributed to weak implementation and in dequate monitoring and evaluation. According to the NDP III document, some of the main challenges in the NDP II was uncoordinated approaches to implementation planning.

A study by the Uganda National Planning Authority (2021) found that only 30% of policies in Uganda are implemented effectively. The study also found that the most common reasons for policy failure are lack of resources, weak institutional capacity, and inadequate coordination.

To address this challenge, it is necessary to develop a set of guidelines for policy implementation. The development of Guidelines for Policy Implementation in Uganda would help to address the challenges that are currently preventing the effective implementation of policies. The guidelines would provide a framework for ensuring that policies are implemented in a timely, efficient, and effective manner.

The objectives of the Guidelines for Policy Implementation are to:

  • Improve the effectiveness of policy implementation in Uganda.
  • Reduce the gap between policy formulation and implementation.
  • Enhance coordination and collaboration among stakeholders.
  • Strengthen institutional capacity for policy implementation.
