REQUEST FOR PROPOSALS FROM QUALIFIED CONSULTANTS TO SUPPORT THE GRAIN COUNCIL OF UGANDA (TGCU) REVIEW AND DEVELOP A NEW STRATEGIC PLAN.

Location:  Kampala, Uganda

Description:

The USAID Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity is a five-year Activity implemented by DT Global. The goal of the Activity is for key national level Ministries, Departments and Agencies (MDAs), and industry apex organizations (IAOs) that are vital to driving inclusive agriculture-led economic growth to fulfill their mandate, leading to pathways to prosperity, improved resilience, and better nutrition for the people of Uganda. The purpose of the Activity is to improve the performance and structures of MDAs and IAOs.

The Grain Council of Uganda (TGCU) is a private sector-led apex organization with membership along the entire grain value chain. It was formed to address the challenges facing the grain sector in Uganda. Membership includes producer/farmers, input dealers, farmer-based organizations, grain traders and processors, financial institutions, collateral managers, transporters, etc. Membership has grown to 120 and is still growing.

Lack of strategic direction is an impediment to private sector-led apex organization’s successful delivery of member services, building strategic relationships, and the achievement of their mandate.

TGCU, with support from USAID funded Feed the Future Uganda Institutional and Systems Strengthening (ISS) Activity will therefore contract the services of an experienced and skilled strategic planning consultant to work with TGCU to review the draft strategic plan and develop a new one.

The specific objectives will be to; 

  1. Review of the current draft strategic plan.
  2. Develop a sound methodology that grounds the strategic plan and facilitates a directional analysis for the council’s current operations and integration of business support services to enable revenue generation for the institutions.
  3. Conduct a needs assessment of the organization including consideration of situation analysis and identification of constraints and opportunities for growth and development.
  4. Guide stakeholder mapping to understand, obtain, and analyze qualitative and quantitative data relevant to stakeholders and partners.
  5. Develop plans and strategies with clear deliverables, indicators, and tools that address the constraints and create the needed support systems and incentives.
  6. Development, validation, finalization, and costing of the strategic plan for a defined timeframe as stipulated by members and partners, including outcome mapping for monitoring, evaluation, and learning, as well as a detailed implementation plan.
  7. Recommend methodology and tools for evaluating outcomes and develop monitoring and evaluation plan.
  8. The consultants will collect, evaluate, and lead the validation process. Some of these elements may be included in the final document as an appendix or cited as separate literature.
