Habitat for Humanity Uganda (HFHU) is a fully registered affiliate of Habitat for Humanity International founded in 1982 with a mission to eliminate poverty housing in Uganda. We empower the most vulnerable communities in Uganda to overcome the chronic lack of decent and affordable housing. HFHU works with vulnerable families, local communities, volunteers, and partners worldwide to support the mission of HFHU so that more people can live in affordable and safe houses. HFHU Advocacy efforts focus on policy reforms to address systemic barriers preventing low-income and historically underserved families, and communities from accessing decent, adequate, affordable shelter.
Rationale and Justification
HFHU is engaged in advocacy at both national and community levels. At the national level, HFHU annually convenes the Uganda National Housing Symposium which brings together leading players in the housing sector. We have also spearheaded the formation of the Parliamentary Forum on Housing, besides participating in key policy reviews on land and housing. At the community level, HFHU supports capacity building for land governance and leadership at the district and sub-county levels; provision of basic services including clean and safe water, sanitation and hygiene (WASH) practices, and awareness
on land rights, supporting widows, widowers, and orphans in securing Certificates of Customary Ownership (CCOs).
As part of our ongoing initiatives, we recognize the need for a comprehensive advocacy strategy to serve as a roadmap for effective advocacy, guiding activities from planning to execution and evaluation. The strategy will ensure that HFHU advocacy efforts have a lasting impact beyond short-term wins and also guide sustained action toward achieving broader systemic and policy changes.

Objective
The main objective of the consultancy is to:
• Develop a robust Advocacy Strategy that aligns with the goals and mission of Habitat for Humanity Uganda.
• A strategy that outlines clear and actionable steps to advocate for adequate and affordable housing, access to essential basic services for communities in both rural and
urban settings, and empowering communities for land tenure security.
Scope of work
1. Conduct a thorough review of existing organizational documents, including mission statements, past advocacy efforts, and relevant reports.
2. Identify key stakeholders, including but not limited to policymakers, community leaders, NGOs, and other relevant entities.
3. Analyze current trends, challenges, and opportunities related to the advocacy issue(s) at hand guided by a SWOT analysis.
4. Develop a detailed advocacy strategy that includes goals, objectives, target audiences, key messages, tactics, and timelines.
5. Provide recommendations for monitoring and evaluating the effectiveness of the advocacy strategy.
6. Write a policy paper focusing on public financing for housing.

Deliverables
1. Inception Report: A brief report outlining the consultant’s understanding of the project scope, methodology, and proposed timeline.
2. Draft Advocacy Strategy: A comprehensive document outlining the proposed advocacy strategy for review and feedback.
3. Final Advocacy Strategy: Revised based on feedback received, including a finalized version of the advocacy strategy with actionable steps and an implementation plan.
4. Advocacy policy paper – The proposal for this paper will be on government financing for housing to develop a National Housing Fund.
5. Monitoring and Evaluation Framework: A framework for monitoring and evaluating the implementation and impact of the advocacy strategy.
Note: HFHU will provide a list of key experts to contact for information where required, such as the Directorate of Housing at the Ministry of Lands, Housing and Urban Development (MLHUD); UN-Habitat; National Housing and Construction Company Ltd; Association of Real Estate Agents-Uganda; the Parliamentary Forum on Housing; Habitat for Humanity Uganda, among others.
Timeline
The consultancy is expected to be completed within 10 weeks from the commencement date.
A detailed timeline, including key milestones and deliverable deadlines, should be provided in the Inception Report.

Qualifications
1. Proven experience in developing advocacy strategies, preferably in housing advocacy.
2. Strong analytical and research skills, with the ability to synthesize complex information into actionable recommendations.
3. Excellent written and verbal communication skills.
4. Experience working with organizations similar to Habitat for Humanity Uganda or on issues related to housing.
5. Demonstrated ability to work independently and deliver high-quality work within agreed timelines.
