Objective of the Consultancy:
To conduct a Regulatory Impact Assessment (RIA) for the amendment of the National Information Technology Authority Act, 2009 to align it with emerging IT trends and address identified gaps.
Scope of Work:
The consultancy services are expected to:
- Assess the impact of existing policies and propose amendments to the National Information Technology Authority Act, 2009.
- Provide recommendations on aligning the Act with emerging IT trends.
- Address any existing gaps and propose suitable legal and policy frameworks.
- Prepare an RIA Report to support the amendments process.
Consultant's Requirements:
The consulting firm must demonstrate expertise in the following areas:
- International experience in handling similar policy and regulatory assignments.
- Expertise in ICT law and regulatory frameworks.
- Proven experience working with government institutions and development partners.
- Familiarity with conducting RIAs for legal and policy development in ICT sectors.
- Team composition should include experienced lawyers, economists, ICT experts, and project managers.
