CONSULTANCY SERVICES FOR THE PREPARATION OF A MASTER PLAN FOR DEVELOPMENT OF THE HOIMA OIL REFINERY PROXIMITY AREA. REFERENCE NO: MLHUD/PP/CONS/23-24/00557
Government of Uganda through the Ministry of Lands. Housing and Urban Development has allocated funds to be used for Preparation of a Master Plan for Development of the Holma Oil Refinery Proximity Area.
The Consultancy Services will include the preparation of the Master plan for the 250 Sq kms around the Kabale Industrial Park (KIP) to inform infrastructure and services investments, balancing demands for growth with the need to protect the environment, distribute economic development within the Oil refinery proximity area and create a framework for collaboration between the District local governments of Hoima and Kikuube. the Lower Local Governments within the proximity, MDAs the private sector and the public at large in implementation of the plan

Specific objectives:
• Preparation of a Master Plan that is compatible and complementary strategic proposals outlined in the National and Regional plans, development policies and aspirations of the host administrative units within the KIP proximity area Promote and ensure full stakeholder participation and consultation during the master planning process.
• Provide proposals for land use, service delivery, and key investment priority areas, socio-economic development strategies including settlements, employment, infrastructure development and natural resource protection.
• Prepare a costed implementation strategy plan for the Master Plan clearly articulating a business sense of the master plan to private investors and Government.
• Strengthening the capacity of the actors identified in implementation of the master plan such as (Physical Planning Committees, other Land Management institutions, MDAs)
• Propose an appropriate governance structure for the implementation of the master plan bearing in mind that it straddles into two administrative Units of Hoima and Kikuube District

The Ministry of Lands, Housing and Urban Development now invites eligible consulting firms Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required Qualifications and relevant experience to perform the Services.

The shortlisting criteria are:
• The consultancy firm must have at least 10 years general experience in areas of Urban Planning and Urban Design The consultancy firm must have participated or prepared 04 Master Plans of similar in nature and size with experience in pre-feasibility studies of at least 04 infrastructure projects in  the last 10 years
• The firm should have participated/ have experience in infrastructure design, environment and social assessments for at least 04 similar projects in the last 10 years.

Key personnel and expertise:
• Team Leader /Project Manager (15 Years of Experience) with a Master's degree or higher level qualification in Urban Planning Physical Planning or Architecture.
• Physical Planner (10 Years of Experience) with a Master's degree in either physical planning, spatial planning or urban planning
• Economist/Financial Analyst (10 Years of Experience) with a Master's degree in development economics and a post graduate in project planning and management.
• Civil Engineer (10 Years of Experience) with a basic/ first degree in civil engineering with a major in road infrastructure design and planning.
• Environmental Specialist (10 Years of Experience) with a BSc degree in Environmental Science/natural resource management and registered with NEMA.
• Surveyor (10 Years of Experience) with a basic degree in surveying and OR land management.
• Sociologist (10 Years of Experience) with a basic/first degree in Sociology Social Works and Administration or Arts
• Urban Designer (7 Years of Experience) with a degree in Urban Design/Landscape Architecture or Architecture. Geographical Information System (GIS) Expert (7 Years of Experience) with Minimum of Post Graduate qualification in GIS.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (OCBS) method set out in the PPDA Procurement Regulations.
